About this file
This is a closure notice for a Request for Quotes (RFQ) issued by the Commonwealth Health Insurance Connector Authority of Massachusetts for public and media relations services. The Health Connector is withdrawing the original RFQ posting due to technical reasons and will repost a revised version in the near future. The original RFQ solicited proposals for coordinated statewide press campaigns spanning television, radio, print, and digital media, with emphasis on community-based, in-person press activities across 28 priority Massachusetts communities. Deliverables included message creation, event planning and logistics, media materials production, media list development, media placement services, and public event operations from September through January. The vendor was expected to support three Open Enrollment periods with two optional one-year renewals, requiring active engagement from July through January or early February annually. Proposals were originally due July 1, 2026, with questions due June 22, 2026, and the Health Connector anticipated executing an agreement by August 15, 2026.
The anticipated annual budget for this contract was $175,000 to $250,000, subject to annual appropriation and best-value evaluation rather than lowest-cost methodology. Contractors were required to execute the Health Connector's standard Terms and Conditions and Data Management and Confidentiality Agreement, with all materials and data produced becoming exclusive property of the Health Connector. Required insurance included comprehensive general liability and professional liability coverage, with workers' compensation evidence due annually by June 30. Records retention was mandated for ten years following final payment. The Health Connector reserved the right to terminate for convenience with sixty days' notice, for cause with thirty days to cure, or for funding changes with seven business days' notice.
