About this file
This is a Memorandum documenting a Recommendation for Other Than Full and Open Competition for a commercial software acquisition.
The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) seeks to acquire thirty-five (35) annual licenses for PTC Arbortext Editor software with an estimated total value of $27,051.15. The licenses are required to support authoring, editing, validation, and updating of Combat Systems Operational Sequencing System (CSOSS) technical documents for Navy Aegis and Non-Aegis surface combatants. The contracting officer is Arthur P. Wynn (805-330-0395), and the technical requirements were certified by Vann Chau, Code N74, CSOSS Team Lead (805-228-5712). The memorandum was dated October 5, 2026, and approved October 7, 2026.
The justification for single-source procurement under FAR 13.106-1(b)(1)(i) is based on the determination that PTC Arbortext Editor is the only product identified that is compatible with the Government's existing customized Document Type Definition (DTD) architecture, associated stylesheet configurations, and current document-validation workflows without material modification to the technical-data environment. The Government's minimum requirements include the ability to create, edit, and maintain CSOSS XML technical documents; validate document structure against the existing DTD; preserve compatibility with existing stylesheet configurations and workflows; operate as a locally installed application on Navy Marine Corps Intranet (NMCI) assets; and support uninterrupted maintenance without requiring conversion or redesign of the existing environment. Market research confirmed that acquisition of any alternative XML editor would require substantial technical evaluation, redesign of the CSOSS DTD and stylesheet configurations, and completion of cybersecurity and configuration-management actions, all of which would delay critical CSOSS document updates and create unacceptable risk to Navy surface-combatant readiness.

MEMORANDUM
5 October 2026
From: N70 To: 027
Subj: RECOMMENDATION FOR OTHER THAN FULL AND OPEN COMPETITION
Regulatory Authority: FAR 12.102(a)
Ref: (a) 27-SIMACQ-N70-0002 - Arbortext Editor
1. It is recommended that other than full and open competition be used to acquire thirty-five (35) annual PTC Arbortext Editor software license renewals to support the continuous authoring, editing, validation, and updating of Combat Systems Operational Sequencing System (CSOSS) technical documents for Navy Aegis and Non-Aegis surface combatants.
The estimated total value of this requirement is $27,051.15. The licenses are commercial products and will be acquired using procedures applicable to commercial products under FAR 12.102(a). The contracting officer shall determine and cite the appropriate competition authority and approval requirements for the acquisition strategy.
The recommended authority for solicitation from one source is FAR 13.106-1(b)(1)(i), based on the determination that only one source is reasonably available to meet the Government’s requirement.
The requested quantity represents the Government’s minimum requirement to support current CSOSS authoring and maintenance functions.
2. The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), N74/N76 CSOSS program requires thirty-five (35) annual licenses of PTC Arbortext Editor. These licenses are required for personnel who author, modify, validate, and maintain CSOSS XML technical documents used to support Navy surface-combatant operations.
CSOSS technical data is authored and maintained in Extensible Markup Language (XML) using an established and highly customized Document Type Definition (DTD), associated stylesheet configurations, and existing document-validation processes. The Government’s minimum requirements are for software that can:
Create, edit, and maintain CSOSS XML technical documents using the existing CSOSS DTD architecture;
Validate document structure against the existing DTD during the document-update cycle;
Preserve compatibility with existing CSOSS stylesheet configurations and established document-production workflows;
Operate as a locally installed workstation application on Navy Marine Corps Intranet (NMCI) assets; and
Support uninterrupted maintenance of current CSOSS technical documentation without requiring conversion, redesign, or revalidation of the existing CSOSS XML/DTD technical-data environment.
PTC Arbortext Editor is required because it is the software currently compatible with the established CSOSS XML/DTD authoring environment and associated stylesheet configurations.
Use of another XML editing product would require the Government to modify, redesign, test, validate, and implement changes to the existing CSOSS technical-data architecture and related workflows. Such changes would create unacceptable risk to document structural integrity, delay required CSOSS updates and impose costs beyond the Government’s minimum need.
The software will be installed locally on NMCI workstations. It will not require access to cloud-based databases or an external content-management system.
The required PTC Arbortext Editor licenses provide compatibility with the existing CSOSS XML authoring environment, including the customized DTD and associated stylesheet configurations. This compatibility is necessary to ensure that CSOSS technical documents can be edited and validated without disrupting existing formatting, document structure, data integrity, or established publication workflows.
Acquisition of an alternative XML editor would require substantial technical evaluation and potentially require redesign or modification of the CSOSS DTD, stylesheet configurations, validation processes, and user procedures. The Government would also need to assess NMCI compatibility and complete any required cybersecurity, configuration-management, and authorization actions before deployment. These actions would delay CSOSS document updates and create avoidable risk to the accuracy and availability of technical procedures supporting Navy surface-combatant readiness.
Accordingly, PTC Arbortext Editor represents the only brand known to satisfy the Government’s minimum technical requirements without requiring a redesign or revalidation of the existing CSOSS technical-data environment.
3. The market research confirmed that PTC Arbortext Editor is the only product identified that is compatible with the existing CSOSS customized DTD architecture, associated stylesheet configurations, and current document-validation workflow without material modification to the Government’s technical-data environment.
Market research further confirmed that PTC Arbortext Editor is the only source reasonably available to provide the required licenses because [insert documented basis, such as an exclusive licensing/distribution agreement, manufacturer confirmation, or other verifiable source limitation]. Documentation supporting this conclusion is maintained in the contract file.
