Scope of Work (SOW)

Project Title: PSU 311 Shoreside Security Division Trailer Acquisition Date: 9/16/2025 Prepared For: Port Security Unit (PSU) 311 – Shoreside Security Division

1. Purpose

This Scope of Work defines the requirements for the procurement and outfitting of one (1) custom trailer to support PSU 311’s Shoreside Security Division operations. The trailer will serve as a mobile operational platform, providing secure workspace, power generation, environmental control, and storage capacity.

2. Specifications

The contractor shall provide and deliver one (1) trailer meeting or exceeding the following minimum specifications:

2.1 Trailer Base

• Type: R/C Deluxe Enclosed Trailer

• Dimensions: 8.5 ft. wide x 28 ft. long

• Gross Vehicle Weight Rating (GVWR): 14,000 lbs

• Coupler: 2 5/16” adjustable coupler

• Inside Height: 82 in. minimum

• Exterior Paint- Eggshell interior/exterior Endura Coat Seaside way green by

Dunn-Edwards

• 2 or 4 All Terrain Tires

2.2 Flooring & Structure

• Flooring: Coin rubber flooring, full coverage

• Ramp: Rear ramp with spring assist

• D-Rings: Ten (10) 6,000-lb. rated D-rings, installed for secure tie-downs

• Lifting Rings: Four (4) 18,000-lb. lifting rings, one at each corner

2.3 Power & Electrical Systems

• Generator: One (1) 75,000-watt diesel generator with integrated fuel tank

• Electrical Panel: One (1) 50-AMP panel

• Outlets:

o Nine (9) 110V outlets throughout interior o One (1) exterior 110V GFI outlet by entry door

• Lighting: Six (6) exterior LED floodlights

2.4 HVAC & Insulation

• HVAC: Three (3) 15,000 BTU air conditioning units with heat strips

• Insulation: Full insulation on ceiling, walls, and floor

2.5 Leveling & Stability

• Leveling: Two (2) electrical leveling jacks

2.6 Exterior Features

• Awning: One (1) 16-ft. electric awning

• Access Door: One (1) 11” x 14” access door

2.7 Interior Buildout

• Partition Wall: One (1) partition wall and door located 10 ft. from trailer front

• Wall Upgrade: Three-quarter floor to ceiling wall upgrade standard

3. Deliverables

• Fully constructed trailer meeting all specifications above

• Owner’s manuals and warranty documentation for trailer, generator, HVAC, and electrical systems

• Delivery to designated PSU 311 facility

4. Quality Standards

• All work shall comply with applicable federal, state, and local safety and building codes.

• All electrical components shall be UL-listed or equivalent.

• Trailer construction shall conform to commercial-grade enclosed trailer manufacturing standards.

5. Acceptance Criteria

The trailer will be inspected upon delivery by PSU 311 representatives. Acceptance will be based on:

• Verification of compliance with specifications listed in Section 2.

• Operational testing of generator, electrical systems, HVAC units, lighting, leveling jacks, and awning.

• Inspection of workmanship, finish, and structural integrity.

6. Period of Performance

The contractor shall complete and deliver the trailer within 6 months from award of contract.
