LIMITED-SOURCES JUSTIFICATION
For PSSC PowerWulf ZXR1+ Cluster H8000G2
This is a Limited-Sources Justification (LSJ) prepared by the National Aeronautics and Space Administration (NASA) IT Procurement Office (ITPO).
This acquisition will be conducted under the Multiple Awards Schedule (MAS) Program (Title 41 U.S.C. 152(3)). This action is for a firm-fixed price delivery order for PSSC PowerWulf ZXR1+ Cluster H8000G2 Purchase.
It is anticipated that award will be made to PSSC Labs under General Services Administration (GSA) Federal Supply Schedule (FSS) Contract # 47QTCA24D00FW.
The total estimated price of the proposed order is and the estimated lead-time for delivery is 8-12 weeks from the date of award.
Authority Cited: The statutory exception supporting the placement of this order that exceeds the SAT on a sole source basis is:
FAR 8.401(b)/GSAM 538.7104-3(b)(i). The need is of such unusual urgency that following normal procedures would result in unacceptable delays in fulfilling the need.
FAR 8.401(b)/GSAM 538-7104-3(b)(ii). Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.
FAR 8.401(b)/GSAM 538.7104-3(b)(iii). The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis.
FAR 8.401(b)/GSAM 538.7104-3(b)(iv). It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA.

FAR 8.401(b)/GSAM 538.7104-4(b)(1), Items peculiar to one manufacturer. The particular brand name, product, or feature is essential to the NASA’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the need.
Rationale:
In accordance with FAR 8.401(b)/GSAM 538-7104-3(b)(2), justifications must include sufficient detail and supporting rationale to support the exception used. The detail and supporting rationale to support the exception is provided below:

Unique Qualifications:
This procurement is for the acquisition of PSSC Labs PowerWulf High Performance Cluster Computer (HPC) to be integrated into to the existing PSSC Labs HPC infrastructure currently installed and operational at Kennedy Space Center (KSC). The requested PSSC Labs products are required for compatibility with the existing cluster architecture, software environment, and operational configuration already deployed and certified for use. The current system incorporates proprietary PSSC Labs hardware configurations and software integrations specifically tailored to support ARCTOS-certified operations.
The PSSC Labs PowerWulf HPC is currently the only hardware platform that has been fully tested, independently verified and validated (IV&V), and certified by ARCTOS for operation with the ARCTOS Range Flight Safety Analysis software suite. ARCTOS is the manufacturer and sole authority responsible for the certification and validation of the primary software tools utilized for Range Flight Safety Analysis operations supporting emerging mission requirements at Kennedy Space Center (KSC). A Certification of partnership was received from ARCTOS on June 24, 2026, confirming that PSSC Labs is the only partner for HPCs that are configured and verified for the Range Flight Safety Analysis software suite.
No other vendor’s hardware has been certified by ARCTOS for compatibility with the existing Range Safety analysis environment at KSC. Introduction of alternate hardware will create significant technical and programmatic risk as any non-PSSC Labs solution will require a new certification effort by ARCTOS to verify compatibility with the current RRAT and TTK software. The certification of a non-verified solution will require substantial schedule time to complete and verify RRAT and TTK software is fully functional within the existing Range Safety analysis environment potentially impacting mission support timelines and introducing delays in critical Range Flight Safety analyses. Additionally, the cost associated with re-certification, integration, engineering support, testing, and validation of an alternate solution is expected to be comparable to or exceed the total cost of the proposed procurement.
Exclusivity:
Market Research was conducted through a search on GSA Advantage for the PowerWulf ZXR1+ Cluster H8000G2 which showed that PSSC Labs as the only vendor for this product. PSSC labs confirmed on June 23, 2026, that they were the sole manufacturer and seller of the referenced
HPC.
For the reasons stated above, PSSC Labs is the only responsible source capable of providing the required hardware components that meet all compatibility assurance requirements, and certified operational capabilities necessary to maintain the continuity of KSC Range Flight Safety Analysis operations without introducing unacceptable technical, schedule, or cost risks.
