Pre-Solicitation Notice

140R6021R0012 –

Canyon Ferry Powerplant G1- G3 Generator Rewind, Canyon Ferry Unit Helena-Great Falls Division, Pick–Sloan Missouri Basin Program, Montana

The work required to be performed for the Canyon Ferry Powerplant G1-G3 Generator Rewind is to replace the stator core and multi-turn windings along with refurbishing the rotor poles on the three generating units at Canyon Ferry Powerplant. Secondary to the main objective is the replacement of the generating unit air coolers that are original equipment from the 1950’s and furnishing a work platform for use during the rehabilitation work.

Summary of Work

Principle components of work include generator rewinds for 3 units:

1. Participate in generator pre-teardown measurements and establishing unit centerline.

2. Design, build, and deliver a work platform for the generator bore.

3. Design, build, and deliver new generator stator cores and associated materials.

4. Design, build, and deliver new generator armature winding and associated materials.

5. Install new generator stator core and associated materials.

6. Install new generator armature winding and associated materials:

7. Refurbish rotor poles including removal, re-insulation, and installation.

8. Furnish generator air coolers to be installed by the others.

A ‘Request for Proposal’ solicitation package is anticipated to be available for viewing through electronic commerce via https://beta.sam.gov on or about December 10, 2020. Proposals will be due on or about January 14, 2021 at the Bureau of Reclamation's Great Plains Regional Acquisition Office, 2021 4th Avenue North, Billings, Montana. All responsible sources may submit a proposal, which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is between $10,000,000 and $25,000,000. The acquisition will be full and open competition, using

Request for Proposal procedures in accordance with Federal Acquisition Regulation, Part 15 –

Contracting by Negotiation. The applicable North American Industry Classification System (NAICS)

Code is 238990 – All Other Specialty Trade Contractors.

The evaluation factors that will be used include:

Factor 1 – Schedule of Work

For the purpose of this evaluation factor, the contractor shall provide 2 separate but coordinated schedules. The first schedule shall cover the design and manufacturing of the stator core and armature winding; field winding refurbishment; and the design and supply of generator air coolers and work platform, including delivery to site. The second schedule shall cover the on-site work for the installation of the stator core and armature winding, associated field winding removal and reinstall, and all testing

The contractor shall presume the following:

• The Government will award separate, discrete delivery/task orders for the design and manufacturing of the equipment and installation of the equipment in a manner that will allow the contractor to perform on-site work with minimal to zero-time impact between manufacturing and installation activities.

• The Government will require that the on-site work for the installation of the new generator core and armature windings and the rotor pole refurbishment be completed within a maximum 100 calendar day window, commencing with the turn-over of the clean generator frame by the

Government.

• The Government will perform the following activities (with associated durations); Unit disassembly, armature winding and stator core removal (9 weeks), Unit reassembly (45 days), and Commissioning (30 days).

Offerors shall provide coordinated design and manufacturing, and installation schedules which:

a. Covers major items of both off-site and on-site work for both design through delivery and the installation and testing with milestone dates within the allowable time limits, and clearly define the critical path.

b. Includes blocks of time for, manufacture and transportation of materials, installation and testing work including unit balancing.

c. Include blocks of time for Government work and other Government contractors work, as identified above, including unit disassembly, armature winding and stator core removal , unit reassembly, and commissioning.

d. Shows the completion dates, logical relationships between activities (predecessors and successors), parallel relationships for concurrent activities.

e. Schedule must identify all necessary design approval RSNs as identified in specification section 013300A – Submittal Table, including the time allowed for Government review and response including necessary resubmittal for unapproved submittals.

The submitted schedule will be evaluated on compliance with the stipulated outage and completion windows, realism of scheduled manufacturing and installation activities and logical relationships. The

Government would like to minimize the outage durations on a per-unit basis as much as practicable for this 3-unit rewind. Although specification section 011410 – Use of Site identifies the work schedule as being Monday - Friday 7:00 AM to 5:00 PM, contractors are encouraged to look for options for staffing this work in a manner to reduce or shorten schedules for each unit (i.e. double shifts or 6-day work weeks). An offeror that can show a shorter, yet reasonable schedule based on the information required as above will receive a more favorable rating.

Factor 2 – Equipment and Installation Plan

Subfactor 2A – Equipment – Offerors shall provide mechanical and electrical design considerations, construction, installation, and proposed testing methods and procedures for the following major components:

a. Generator armature windings

b. Generator core.

c. Reinsulated field windings.

d. Air Coolers.

The product literature or narrative descriptions (i.e. cut sheets, brochures, drawings, etc.) will be evaluated to determine compliance with the specification requirements and innovation in design and manufacturing. Above this the narrative description the generator core and armature winding must minimally address the factors shown below:

Generator Core:

• Pole face losses

• Rotor vibration

• Unbalanced magnetic pull

• Magnetic Stability

• Modes of vibration in the core through 1200Hz and comparison tot that against slot passing frequency and air gap harmonic waveform and magnitude

Generator Armature Winding:

1. Parallel paths

2. Flux density distribution in gap, tooth, and core in units of (klines/in2)

3. Coil pitch and number of stator slots containing coil sides of the same phase

In addition, the Government will evaluate the offerors proposed warranted characteristics (losses) as a part of equipment subfactor. The offeror shall provide documentation detailing their equipment efficiencies and their anticipated warranted characteristics in Continuation of Section B – Supplies and

Services and Prices. The Government will directly compare guaranteed losses between manufactures.

An offeror with the lowest loss ratings will receive a higher technical rating.

Subfactor 2B – Installation plan and procedures - Offerors shall provide a narrative discussion of their planned installation procedures for the equipment that is listed in 2A above. The plan shall address refurbishing existing equipment and installation of new equipment. The offeror’s proposed plan and procedures will be evaluated for compliance with specification requirements, reasonableness with regard to schedule, methods of work, and other factors affecting their planned construction sequence.

Proposals which include a higher level of detail, including technical methods and processes, thereby reducing performance risk, will result in a more favorable technical rating.

Factor 3 – Company Experience

Furnish a list (no more than 5) of Federal, State, local government or commercial projects completed within the last 10 years similar in scope and complexity to the work required under this solicitation.

The projects must clearly demonstrate the ability to successfully accomplish projects in a timely manner, utilize resources, and work with project owners. Similar projects are defined as work involving a generator armature rewind and rotor-pole refurbishment.

The following information must be provided for each project:

• Name and location of project.

• Description of work.

• Note whether or not offeror was the prime contractor and what portion of the work was performed by the offeror and what portion was performed by subcontractors.

• Original completion time and date, and actual dates and duration for each project (including modifications).

• Initial contract amount and final contract amount (including modifications).

• Name, address and phone number of CO/owner/COR/point of contact who may verify information for this project.

• Any problems encountered in performance of the work and corrective actions taken.

Owner or other references with incorrect or missing phone numbers and contact names may not be able to be evaluated, which may result in lower ratings as well. If an offeror intends to utilize subcontractors to perform any of the major components of work, all of the above information must be provided for each proposed subcontractor.

This information will be used to assess the offeror’s experience level on recent contracts for similar work. The greater the extent to which the offeror can demonstrate successful completion of projects similar in size and complexity to that required under this solicitation, the more favorably the proposal will be rated. Failure of the offeror to address in detail any of the factor requirements may result in a lower rating.

Factor 4 – Past Performance

The Government will be relying on the Contract Performance Assessment Reporting System (CPARS) for reviewing and evaluating each offerors’ past performance. If an offeror intends on utilizing subcontractors to perform any work, their proposal shall include the DUNS number for each proposed subcontractor so that their past performance may be evaluated as well.

Offerors will be evaluated on the degree to which they have completed comparable rewind and pole-refurbishment projects on schedule and without performance issues.

(d) Reserved

(e) Cost/Price Information. To permit objective evaluation of the technical proposal, no cost or price information shall be included in the technical proposal. However, the proposal shall include:

(1) A breakdown of unpriced labor hour estimates for each labor category proposed to accomplish each task or phase of the work and the basis for each estimate;

(2) Identification of the types and quantities of proposed materials and equipment necessary to perform the work; and

(3) The number, duration, destination and purpose of each trip proposed for performing the work"].

Factor 5 - Price

Factor 1 and Factor 2 are equal in importance, but significantly more important than

Factors 3 through 5. Factor 3 is more important than Factor 4. Factors 1-4, when combined are significantly more important than Factor 5.

NOTE 1 - If an offeror intends on utilizing subcontractors to perform any of the work, all of the above information must be provided for each subcontractor.

SAM: Effective July 29, 2012, any contractor interested in doing business with the government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. SAM is a federal government owned and operated free website that consolidates the

Central Contractor Registration (CCR), the online representations and certifications application (orca), and the Excluded Parties List System (EPLS).

The vendor’s Duns and Bradstreet number and banking information are required for registration.

Contractors may obtain information on registration and annual confirmation requirements via the SAM website accesses through https://www.sam.gov/portal/public/sam/ or by the Federal Service Desk at 1-

866-606-8220.

Payment requests for the anticipated contract must be submitted electronically through the U.S.

Department of the Treasury’s Internet Payment Platform (IPP) system. The IPP website is located at https://www.ipp.gov. The contractor must use the IPP website to register access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via e-mail ippgroup@bos.frb.org or phone (866) 973-3131. If the contractor is unable to comply with the requirements to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or bid.
