Painting and Wall covering contractors. The evaluation factors that will be used include:
1. Technical Plan for Construction.
A. Schedule/Work Plan. The offeror will be evaluated based on whether a complete schedule was submitted for the project and their ability to perform the work based on the schedule. The schedule will be evaluated for detail, inclusion of long lead components, and critical items to the accomplishment of the work. The offeror will be evaluated on effectiveness of sequencing of work activities. Early completion of tasks is considered a benefit to the Government. The highest rating (for this subfactor) will be given to the proposal with the shortest completion of tasks, detailed with overlap, float time, and demonstration of how the schedule could be made up on critical path components that slip the schedule.
B. Equipment/Site Use Plan. The offeror will be evaluated based on the ability to show how the methods used will ensure compliance with the specification requirements. The method should match with the schedule to show timely completion of the subfactor.
C. Preparation and Installation of the Stilling Basin Cofferdam including Dewatering.
Evaluation will be based on the type of cofferdam and dewatering system used and how it achieves performing the work most efficiently. The highest rating (for this subfactor) will be given to the proposal that demonstrates a system that will be installed and removed in a timely manner and will achieve dewatering of the work area most effectively.
D. Removal and Placement of Concrete. Evaluation will be based on the offerors use of labor and equipment used to access the repair areas and to perform the work in adherence with the specifications. The offeror showing the best methods for performing this work will be given the highest rating.
E. Removal and Installation of Fencing. Offerors ability to access the areas to be fenced and to perform the work in a safe manner will be evaluated. The offeror showing the best methods for performing this work will be given the highest rating for this subfactor.
2. Company Experience.
Evaluation will be based on the offerors ability to show how they completed previous similar projects based on scope, schedule and budget. Offerors showing the most relevant projects for these criteria will be rated highest for this factor.
3. Safety.
The offeror who demonstrates means and methods to best protect workers from the project hazards will be given the highest rating for this factor.
4. Past Performance.
Offerors will be evaluated on the degree to which they have completed similar projects on schedule and without performance problems. Information submitted regarding adverse performance problems will be considered, as well as mitigating circumstances detailed in the proposal for any performance problems identified. The Government will evaluate the quality of the offeror’s past performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror’s past performance will be used to evaluate the relative capability of the offeror and other competitors to successfully meet the requirements of the solicitation.
Past performance of significant and/or critical subcontractors will be considered to the extent warranted by the subcontractor’s involvement in the proposed effort. Past performance of “key personnel,” if any, shall not be considered.
The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside of the Government. Offerors lacking relevant past performance history will receive a neutral rating for past performance. The Government may contact identified references and may also use past performance information obtained by other sources than those provided by the offeror. The Government will utilize the Contractor Performance Assessment
Reporting System (CPARS) database located http://www.cpars.gov to obtain past performance information.
5. Price.
All proposed prices will be reviewed for price reasonableness and any instances of unbalanced pricing. For any trade-offs performed, the price component will be the sum of the total prices of the
Price Schedule. The price proposals will be evaluated against the Government Price Estimate, as well as other price proposals received. The estimate will be used as a benchmark for which the price evaluation will be conducted. The analysis of the variance between the Government's estimate and each offer and variance among the offerors will indicate whether further review is necessary in order to determine if the price is fair and reasonable. The Government will only make an award if it can determine the offeror’s price to be fair and reasonable.
• Note 1 – The Government intends on awarding this contract without conducting negotiations;
therefore, failure to submit any of the information addressed above for each of the factors and/or subfactors may result in an unacceptable proposal
Failure to provide any of the required information listed above may result in a lower or an unacceptable rating. Owner or other references with incorrect or missing phone numbers and contact names may not be able to be evaluated, which may result in lower ratings as well.
