Product Support Management Integration (PSMI) MAC
Industry Day Questions and Answers
Q1 Will the ceiling be flexible enough to take on new contractors or limited to just the initial identified contractors and ceiling?
A1 The initial ceiling value established at contract award (MAC IDIQ Level) would not change if new contractors are added or those awarded a MAC decide to depart. The Government intends to award a MAC to all acceptable contractors as long as the contractor is capable of fulfilling the requirements in the Statement of Work (SOW), Sections L and M.
Q2 Will the Gov't allow SB Joint Venture Prime bidders at the PSMI MAC level?
A2
The Government will not prevent a SB Joint Venture Prime from submitting a proposal. To be eligible for an award under the MAC, all Offerors’ proposal must be submitted in accordance with Section L and will be evaluated in accordance with Section M.
Based on the evaluation results of the evaluation, contractors will be deemed acceptable or unacceptable for award of a MAC contract.
Q3 Is O&M, S (O&M,N?) part of the contract?
A3 Operations and Maintenance, Navy is one of the appropriations that will be included in the follow-on PSMI MAC.
Q4 What will we see coming forward with regard to controlled unclassified information (CUI)?
A4 The SOW paragraph 3.2 (SECURITY) has language that pertains to CUI. The Government will continue reviewing this section to ensure sufficient language is added to cover the CUI requirements.
Q5 What is the level of security for classified meetings?
A5 The Requirement Owners will need a space that is certified to conduct up to and including Top-Secret-level meetings at NAS Pax
River and at the Contractor site. The security level of meetings is discussed in paragraph 3.1 (GENERAL REQUIREMENTS) of the MAC SOW. Specific security requirements will be detailed at the Task Order competition level.
Q6 Any thought on including sustaining engineering with this effort (Non-Recurring Engineering)? It can create synergy between the
Product Support and the Engineering groups by crossing IPS elements and fostering goal accomplishment, in new acquisition/sustainment relative to ECP, TD, and RCM efforts).
A6 System Engineering work is ongoing in the current PSMI MAC. The labor category for an Engineer is included in the follow-on PSMI MAC draft SOW to continue this type of work. Additionally, requirements for Design Interface and Sustaining Engineering will be included in the follow-on MAC. SOW paragraph 3.23provides the requirements for supporting Sustaining Engineering efforts.
Q7 What does maintenance reset mean?
A7 RESET is a period of dedicated maintenance that re-baselines all squadron-level inspections; replaces high-time components; and returns a Full Mission Capable (FMC) aircraft with zero awaiting-maintenance discrepancies back to the warfighter. It includes in-depth Cleaning, Corrosion Prevention and Control, inspection, and repair of dynamic components and aircraft structures. It presents an opportunity for new training. We intend to include RESET requirements in the SOW.
Q8 What was the cost reduction part of the PMA-265 (F/A-18) brief?
A8 Beyond Capable Maintenance (BCM) Interdiction: Targeting saving $500M per year in the future by not resorting to use of BCM equipment status code in maintenance reporting. Using Depot I, and O level artisans closer to the flight line for repairs rather than returning components to the Original Equipment Manufacture or Depot for repair.
Q9 Is there any consideration to include wage ranges in the solicitation to help with salary equality?
A9 The Government intends to include wage ranges in Section L of solicitations at the task order level.
Q10 Where is the organization today on utilizing Product Support and Data Analytics?
A10 NAVAIR continues to implement Digital Analytics processes to meet the program requirements.
Q11
Will Product Lifecycle Management (PLM) Data considerations be included in MAC Data Analytic efforts?
A11 PLM Data considerations are being added to the follow-on MAC SOW to make Engineering and Logistics data mining efforts more efficient and effective with the intent of increasing Operational Readiness, Reducing spares and consumables, leveraging design re-use capabilities, and reducing costs.
Q12 Considering Gaps in existing Government staffing: Do we plan to hire junior Logisticians that can be trained/mentored to fill more senior positions and serve as the next generation of Logisticians? Mentoring and training is imperative. Having junior positions identified to be trained for future positions.
A12 Yes. The requirements owner is considering adding more Junior level labor categories such as a Junior Logistics Specialist. Those categories may be included in the next version of the SOW.
Q13 Will the PSMI MAC be open to any NAVAIR PSM with a requirement that meets the SOW? Lakehurst was mentioned as one potential customer that was newly exploring the program. On this potential, I believe it would be a great initiative to not make this restrictive and address PSMI needs for any interested NAVAIR PSMs.
A13 The follow-on PSMI MAC will be open to all NAVAIR activities, to include, PMAs and Echelon III/ Echelon IV functional areas where the SOW applies.
Q14 Will the Government consider adding an intern labor category in the solicitation?
A14 The Government does not intend to add intern labor categories, but does intend to increase the number of junior level labor categories that align with the educational requirements and experience levels stated in the SOW.
Q15 Will the Government allow contractors to telework in support of the PSMI MAC?
A15 The Government may allow telework provided the contractor can meet the requirements and can meet at the Government or
Contractor site when required by the Requirements Owner and/or the Contractor. The ability to telework will be determined at the task order level.
