About this file

This file contains questions and responses from the Public Service Commission (PSC) regarding RFP No. 200000000109 for the Water Use Advisory Council, administered by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). The consultant will provide support services to the Water Use Advisory Council, including developing meeting agendas in coordination with the council leadership committee, preparing meeting announcements, draft and final meeting minutes, and coordinating the integration of committee reports into the council's legislative reports. The council holds quarterly meetings lasting three hours, with quarterly leadership committee meetings lasting two hours. The majority of meetings will be held in Lansing, though some may occur in other areas of the state. The contractor is not responsible for overall project management, facilitation of council meetings, or support for committee chairs beyond coordinating approved committee reports into the legislative report. Currently, four committees exist with potential for additional workgroups. EGLE will handle posting of all materials to the council's webpage and Constitution Hall to comply with Open Meetings Act requirements.

The legislative reporting requirement mandates reports every two years beginning in December 2020, with report length varying based on council recommendations. The December 2014 final report serves as a worst-case reference at 195 pages. The file does not contain information regarding pricing terms, set-asides, incumbent contractors, funding sources, or contract term and renewal options, as it consists solely of clarifying questions and responses related to the scope of work and meeting logistics.
