The City is requesting two separate two-day, in-person training sessions with up to 20 participants per session (40 total participants). The training curriculum must be research-based and cover topics including effective investigative management, solvability factors, case reviews, resource allocation, wellness promotion, and detective evaluation. The RFP was posted on September 22, 2026, with applicant questions due by September 28, 2026, and proposals due by October 8, 2026, at 5:00 PM Philadelphia local time. Applicant interviews and presentations are discretionary and may occur between October 9-13, 2026, with applicant selection expected on October 20, 2026, and contract execution on October 30, 2026. Work is scheduled to commence in November 2026, with training content outlines due October 30, 2026, and a training evaluation summary due in December 2026. The contract term is expected to begin on or about November 2, 2026, with the City retaining the option to amend the contract to add up to three additional one-year terms.

The total compensation cannot exceed $27,000, and applicants must submit a fixed-rate cost proposal with line-item breakdowns of all costs. Payment will be made upon completion of training, with travel costs reimbursable only if approved by the Department and in accordance with City policy. The contractor must be experienced in training law enforcement agencies and delivering research-based curricula grounded in established best practices, preferably with two instructors having experience in detective, investigative, or law enforcement work. Local Business Entity (LBE) certification and Local Impact status are considered positive evaluation factors. The RFP is available exclusively through the eContract Philly online submission portal, and applicants must register separate accounts for each legal entity. Applicants are required to comply with Philadelphia business tax requirements, commercial activity licenses, the 21st Century Minimum Wage and Benefits Standard, and various other City regulations. While cost is a material factor, the City retains sole discretion to award the contract to any qualified applicant deemed most advantageous to the City, prioritizing factors such as superior ability to meet contract requirements, applicant experience, quality of the proposed solution, and potential long-term cost effectiveness.
