About this file

This is a pre-solicitation instructions document issued by the California Department of Technology (CDT), Office of Statewide Technology Procurement (OSTP), regarding the CALNET Managed Cybersecurity Services Invitation for Bid (IFB). The pre-solicitation invites all interested vendors to submit feedback on draft solicitation documents prior to the official IFB release. Vendors are requested to review four exhibit categories: EXHIBIT B (Business Requirements), EXHIBIT C (Technical Requirements across four files), EXHIBIT D (Catalog A across four files), and EXHIBIT F (Glossary). All feedback must be submitted to the designated Procurement Officers by February 23, 2026 at 5:00 PM Pacific Time. The State explicitly seeks vendor input on overly restrictive requirements that could prohibit bidding participation, document ambiguities or inconsistencies, vendor assumptions for proposal preparation, and omitted considerations. Participation in this pre-solicitation feedback period is optional and does not affect eligibility to bid on the subsequent formal IFB.

The pre-solicitation is issued solely for informational and planning purposes and does not constitute a binding solicitation or offer. Vendors are responsible for all expenses associated with responding to the pre-solicitation. The State may request confidential discussions with vendors to be conducted via Microsoft Teams. CDT makes no commitment to incorporate vendor feedback into the final IFB documents. Interested parties must direct submissions to either Saagar Patel, Procurement Officer, or Tien Le, Secondary Procurement Officer, with the IFB number C5-CMCS-G1-26, vendor name, contact information, telephone number, and email address. All written responses to the pre-solicitation may be subject to California's Public Records Act.

INSTRUCTIONS FOR FEEDBACK AND QUESTIONS

All feedback must be sent to the Procurement Official by February 23, 2026 by 5:00PM (Pacific Time).

This pre-solicitation allows for interested vendors to review a draft version of the IFB’s Exhibit B, C, D, and F prior to its official release. The State is seeking vendor feedback (via Tracked Changes and/or comments within Exhibits B, C, and D) related to:

· Identification of requirements that are too restrictive or would prohibit your company from bidding and the suggested modification

· Areas of ambiguity or inconsistencies within the documents

· Assumptions your company will make when preparing an IFB response

· Items the State should consider that are not included in these documents

To provide feedback, Vendors must send an email to the Procurement Officers identified below and provide feedback within the actual IFB documents. The email must include the following:

· IFB C5-CMCS-G1-26 Pre-Solicitation Number

· Vendor name, contact, telephone number, and email address

The State may request confidential discussions with vendors. Vendors will be notified via email to coordinate scheduling. All confidential discussions will be conducted via Microsoft Teams.

Submitting feedback for this Pre-Solicitation is not required in order to participate in the anticipated IFB that may follow.

Although providing feedback is important and strongly encouraged, the State makes no commitment to make changes based on the feedback it receives. CDT Office of Statewide Technology Procurement (OSTP) is not required to respond to questions submitted.

Participants are admonished that any written responses to this Pre-Solicitation may be subject to the Public Records Act.
