About this file

This is an Amendment to a Justification and Approval (J&A) document for FAR Part 6 authorization to conduct other than full and open competition for a Precision Strike Missile (PrSM) Increment 1 procurement.

The U.S. Army Contracting Command at Redstone Arsenal is seeking approval to award a single contract action to Lockheed Martin Missiles and Fire Control (LMFC) in Grand Prairie, Texas for PrSM Increment 1 production and follow-on development. The contract is a new Indefinite Delivery, Indefinite Quantity (IDIQ) follow-on production contract with an eight-year ordering period spanning FY25 through FY32. The total estimated contract value is $13.3 billion, increased by $8.4 billion from the previous $4.9 billion estimate. The procurement includes multi-year production requirements approved in the National Defense Authorization Act, with missile delivery beginning in FY25 at full rate production, increasing to 1,000 missiles annually through FY32. The contract will procure firm-fixed-price Early Operational Capability (EOC) assets in FY25 and subsequent orders through FY29 for production, development, and obsolescence management. The PrSM program replaces the aging Army Tactical Missile System (ATACMS) and supports the Army's requirement for a deep fires field artillery missile system. Initial funding will utilize Missile Procurement, Army (MIPA) funds, with follow-on development and obsolescence management supported by Research, Development, Test, and Evaluation (RDT&E) and MIPA funds. The U.S. Marine Corps may provide appropriated funds for missile procurement as required. The justification cites substantial duplication of cost under 10 U.S.C. §3204(a)(1) as the authority for other than full and open competition. The approval was signed on 05 March 2026, contingent upon fund availability.
