About this file
This is a Performance Requirements Summary (Quality Assurance Surveillance Plan) for compartment 3 seedlings/planting at Overflow National Wildlife Refuge planned for 2026. The document outlines requirements for providing and planting 44,500 bare root hardwood seedlings across approximately 102 acres of open fields using 10' x 10' spacing. The work must be performed between January 15, 2026, and March 1, 2026.
The contractor must comply with specific performance standards including: obtaining USFWS approval for work dates 48 hours in advance, maintaining 97% compliance with work schedules, following Arkansas Best Management Practices for Forestry, adhering to Arkansas Department of Agriculture Seedling Care and Planting Guidelines, ensuring proper PPE usage, and keeping equipment debris-free to prevent invasive species spread. Species selection can only vary up to 3% from the provided list, with any deviations requiring government representative approval. The Fish and Wildlife Service will conduct visual inspections to ensure compliance, with non-compliance resulting in negative performance ratings or requirement to redo work at contractor's expense.
