About this file
This notice of intent is to sole source Platelet-Rich Plasma Kits for use at the 52nd Area Branch Clinic of Naval Hospital Camp Pendleton. The Defense Health Agency Contracting Activity intends to award a firm fixed price supply contract to BioRich Medical, Inc. for BR60, BR30, BR30-Pure, and BR60-Pure High Yield Platelet-Rich Plasma kits. The kits will be used to create Platelet-Rich Plasma from patients' own blood to help heal musculoskeletal injuries and reduce the need for additional treatment modalities. BioRich Medical has supplied these kits to the clinic since January 2019, and their centrifuges are compatible only with BioRich's kits. Interested sources must submit capability statements by 13 March 2024 demonstrating ability to supply the required kits, but the government may still choose to proceed with a sole source award to BioRich Medical as the proprietary manufacturer of the needed kits. The period of performance for any award would be from 15 March 2025 to 15 March 2029.

BioRich Medical, Inc.
2372 Morse Ave Irvine, California 92614-6234
The North American Industry Classification System (NAICS) code for this requirement is 339113 – Surgical Appliance and Supplies Manufacturing; the business size standard is 750 (in employees). The Product Service Code (PSC) is 6515 – Medical and Surgical Instruments, Equipment, and Supplies.
The objective of this sole source award is to procure a supply of BR60, BR30, BR30-Pure, BR60-Pure High Yield Platelet-Rich Plasma kits for the 52nd Branch Clinic at Naval Hospital Camp Pendleton. PRP is created by using the injured individual's own blood. These platelets contain multiple proteins known as growth factors that stimulate cellular growth, proliferation, and healing. Using this local treatment, active-duty service members can have an increasing healing time and return to readiness. This process can help heal musculoskeletal injuries and limit need for additional modalities, to include surgical interventions. BioRich Medical has been supplying NHCP SMART Clinic with PRP kits since January 2019. Current 52 SMART Clinic centrifuges works as a joint system to which PRP kits supplied by BioRich are only kits compatible with the current system. There is not a reasonable expectation that offers will be obtained from at least two (2) responsible sources offering the PRP kits required by NHCP. Furthermore, BioRich Medical is the sole proprietor of the PRP kits needed at NHCP.
