About this file
This is a Justification Review Document and Memorandum for Record from the National Guard Bureau justifying a sole-source contract for Cypress Automatic Activation Devices (AADs).
The contracting activity is 145 MSG/MSC with the requiring activity being 118 ASOS. The requirement is for 17 Cypress System AAD2C1M1535A Military CYPRES 2 1500/35A units sourced exclusively from SSK Industries, the authorized distributor for manufacturer Airtec GmbH & Co Safety Systems. This is a new firm fixed-price contract funded with O&M Air funds. The contracting officer, Capt Scott Thomas, approved the justification on July 02, 2026, and the requiring activity certified the requirement on May 28, 2025. The justification cites 10 U.S.C. 3204(a)(1) as implemented in FAR 6.103-1(b), establishing that only one responsible source exists and no other supplies or services will satisfy agency requirements. Market research identified that per the Air Force Personnel Parachute Program (PPP) Approved For Use List dated 12 May 2026, CYPRES 2 units are the only authorized equipment for use in Air Force personnel parachute systems. These AADs will be utilized for real-world and contingency operations to satisfy Unit Type Code (UTC) requirements and are necessary to support parachutes purchased in FY24. An intent to sole source will be posted to SAM.gov for 15 days. The contracting officer determined the anticipated cost to the government will be fair and reasonable, and no other sources have expressed interest in the requirement to date.
