About this file
This document is a template listing Federal Acquisition Regulation (FAR) provisions required for non-construction service solicitations. It does not address specific products, services, response dates, award dates, pricing terms, or any particular contract opportunity. The document serves as a compliance checklist for contracting officers to include mandatory FAR clauses in solicitations for commercial and non-commercial services.
The provisions listed cover contractor representations and certifications, small business program requirements, subcontractor disclosure and evaluation procedures, and Federal Acquisition Supply Chain Security Act (FASCSA) compliance. Key requirements include identifying subcontractors performing more than 20 percent of contract value or critical performance elements, with evaluation based on technical capability and performance risk management. Offerors must represent their status regarding active exclusion or removal orders under FASCSA and must disclose any covered articles subject to such orders. The document also references provisions regarding System for Award Management registration, entity code reporting, ownership or control disclosures, and prohibitions on contracting with inverted domestic corporations. As a template, this document does not contain substantive solicitation details and is intended for use by government contracting personnel in developing service solicitation documents.

Offerors shall identify any subcontractors proposed to perform more than 20 percent of the total contract value or any critical elements of performance. The submission shall include, at a minimum, the subcontractor’s name, business size, and a brief description of the work to be performed. The Government will evaluate the offeror’s proposed use of subcontractors as part of its assessment of technical capability and performance risk, including the offeror’s ability to manage subcontracted effort and ensure timely, compliant performance. The prime contractor shall remain fully responsible for contract performance, regardless of the use of subcontractors. Failure to identify a subcontractor in the offer does not relieve the prime contractor of responsibility for compliance with all applicable contract requirements.
