About this file
This document is a contract clauses and terms and conditions template for federal solicitation W911QX26QA176.
The solicitation incorporates numerous mandatory federal clauses by reference and in full text, covering compliance requirements across multiple domains. Key clauses address covered defense telecommunications equipment prohibitions, safeguarding of defense information, buy American and balance of payments program compliance, prohibited business operations with the Maduro regime and Xinjiang Uyghur Autonomous Region, hexavalent chromium prohibition, and whistleblower protections. Commercial product and service acquisitions are governed by specific FAR and DFARS provisions, including instructions to offerors, terms and conditions, child labor remedies, convict labor prohibition, equal opportunity for workers with disabilities, and trafficking in persons prohibitions. Payment processing must occur through the Wide Area WorkFlow (WAWF) system using specified document types based on contract type: cost vouchers for cost-type or labor-hour line items, combined invoice/receiving reports for fixed-price deliverables, and performance-based or progress payment requests as applicable. Routing data specifies Pay Official DoDAAC HQ0490, Issue By and Admin DoDAAC W911QX, Inspect By DoDAAC W813LT, and Ship To Code W813LTJ. Additional requirements include item unique identification with machine-readable data matrix marking for items with government unit acquisition cost of $5,000 or more, small business program representations covering WOSB, EDWOSB, SDVOSB, and HUBZone certifications, buy American certification identifying domestic and foreign end products with critical component identification, and duty-free entry procedures for foreign supplies exceeding $20,000 with 20-day advance notification requirements.
