PERFORMANCE WORK STATEMENT
MCB CAMP LEJEUNE MAIN PROTESTANT CHAPEL MUSICIAN
1. BACKGROUND:
This requirement is for a Protestant Chapel Musician to support Marine Corps Base Camp Lejeune Command Chaplains Office who have the mission to develop personnel and families of operating forces and the Camp Lejeune community for spiritual and personal readiness, through ministries, pastoral care, and the provision for and facilitation of the free exercise of religion.
1. DESCRIPTION OF SERVICE:
The contractor shall perform as vocalist, guitarist and/or pianist/keyboard musician services in support of the Marine Corps Base Camp Lejeune Protestant Chapel services and other religious events as determined by the Marine Corps Base Chaplain's Office and is required to support the missions and responsibilities of the Command Religious Program. The services shall include, but are not limited to:
1. The musician shall coordinate the musical arrangements with the Chapel Pastor or Officiating Chaplain prior to conducting any rehearsals or services. The goal of the musician shall be to lead the congregation in worship through music in coordination with the Chapel pastor or Officiating Chaplain.
1. The musician shall perform up to one services per week not to exceed 52 regular Sunday services per year for active duty personnel and all others authorized as defined in OPNAVNST 1730. ID (Religious Ministries in the Navy). Rehearsal times for a praise team or choir shall be conducted during mid-week for adequate practice and preparation. The Chaplain shall inform the musician of the service dates and start times. Worship services should last for approximately 1 hour.
1. The musician will also provide support for up to 20 special services which may be scheduled during the church calendar year or during civic holidays and will be coordinated by the Chapel Pastor. The special services include such events as observance of Holy Days, funerals, memorials, and special religious observances. Services for weddings are not authorized.
1. The musician, in support of regularly scheduled services and special events, shall arrive at the appointed place of performance 15 minutes before the scheduled event.
1. The contractor shall apprise the Contracting Officer (KO), Contracting Specialist (CS) and Chaplain of any malfunctions of the instruments and any required services needed to maintain the instruments musical integrity. Funding requests for necessary repairs, supplies, and musical literature are submitted by the Chaplain or their designated representative.
1. The musician shall notify the KO, CS, and Officiating Chaplain by telephone or email when they are unable to perform services due to illness, inclement weather, or an emergency. Notification for any of the above examples should be given with as much advance notice as possible. Scheduled vacations require 2 weeks advance notice. When the musician is unable to perform for any reason, subparagraph 3.7 will be performed in commensurate.
1. The contractor shall provide and compensate a pre-approved substitute when unable to perform services required as depicted in the Performance Work Statement.
2.7.1 Absences: Temporary Substitutions – The contractor shall, after consultation with the KO, CS, and Command Chaplain (or his or her designated representative), and with his or her concurrence, provide a qualified substitute to render the services specified in this contract whenever it is necessary for the contractor to be absent. The contractor shall compensate the substitute. All Absences will be reported to the CS/ KO for further KO determination.
2.7.2 Permanent Substitutions – Should it become necessary for the contractor or the contractor’s employee to leave the position covered by this contract, a permanent substitution must be made. Official notice of pending departure must be given at least 14 days in advance of leaving. The Contractor must find and provide a qualified person to take over the duties required by this contract. The new person to perform the work must meet all the qualifications in the contract and be approved by both the Command Chaplain and the Contracting Officer at least 30 days prior to the end of performance by the original contractor or contractor’s employee. The new contractor or contractor’s employee must also be capable of being qualified to work on a government contract. All Substituitons will be reported to the CS/ KO for further KO Determination. Only the warranted KO will make any modifications or decisions on this contract.
1. PREFERRED QUALIFICATIONS OR EQUIVALENT:
2. Must be able to sight read music and play a piano or keyboard.
2. Familiar with liturgical and contemporary worship service formats.
2. Individual shall have at least a minimum of two years of experience playing in a church congregation.
2. Ability to sing and play liturgical and contemporary Christian music.
2. Ability to lead Protestant Christian faith group music services.
2. An audition is required as part of the interview and hiring process.

1. PERFORMANCE REQUIREMENTS SUMMARY (PRS):
4.1 The Technical Point of Contact (TPOC) shall monitor performance and report positive and negative performance to the Contract Specialist/ Contracting Officer.
4.2 If services do not conform to the contract requirements the government may require the contractor to perform the service again in conformity with contract requirements, at no increase in the contract amount. When the defect(s) in services cannot be corrected by re-performance, the TPOC will document a monthly report and submit such report to the CS and KO for a final KO determination and decision.
1. GOVERNMENT OWNED PROPERTY:
4. This position requires a Base Access Letter from the Contracting Department in order for the Contractor to gain access to the chapel and fulfill their contract.
4. The Base Chaplain's Office has adequate musical instruments on hand and will provide the musician access to those instruments so they can perform the required services.
4. The Base Chaplain's Office will provide hymnals and other musical materials necessary to perform the duties required of the musician. All materials purchased will remain the property of the Base Chaplain's Office.
4. The contractor is authorized an office space and basic office equipment necessary to fulfill this contract. The Government retains full custody of all furnishings and equipment provided to the contractor. The contractor shall assume financial liability for all missing equipment.
4. The contractor is permitted the use of the unit Government vehicle when performing official duties required of this contract. Operation of the Government’s vehicle is restricted to the local area. The contractor shall have in their possession, while using the vehicle, a memorandum authorizing their use of the vehicle that is required by the Provost Marshal’s Office.
6.0 Invoice and Payment Information.
6.1 The contractor is required to register and create an account on the Procurement Integrated Enterprise Environment (PIEE) website for access to the Wide Area Workflow (WAWF) module. The contractor will submit invoices through WAWF for services provided. After an invoice is submitted and accepted/certified the contractor will receive electronic payment for their services.
6.2 There will be twelve (12) monthly invoices submitted for the requirement during each POP.
6.3 The contractor shall provide monthly verified time sheets to the Command Chaplain’s Office no later than the fifth day of the following month. Invoices cannot be certified without the verified time sheets. The Government is not responsible for paying any late fees arising from the contractor’s failure to deliver a verified time sheet on time.
6.4 The contractor is required to file an WAWF invoice no later than the fifth day of the following month.
7. PERIOD AND PLACE OF PERFORMANCE:
7.1 The period of performance shall be for one (1) 12-month Base Year from 24 May 2026 through 23 May 2027 plus four (4) 12-month Option Years and shall not exceed 72 services per year. Base and Option Year information is as follows:

7.2 The musician shall perform their services on site at the Main Protestant Chapel, Bldg. 16, Camp Lejeune, North Carolina or other sites as coordinated by the Chapel Priest.
7.3 Thirty-days written notice is required prior to termination of this contract by either party.
8.0 Quality Assurance Surveillance Plan.
8.1 Purpose. This Quality Assurance Surveillance Plan (QASP) has been developed to provide the standard of surveillance for monitoring the Contractor’ s performance of services. The designated Government Technical Point of Contact (TPOC) will serve as the Quality Assurance Evaluator (QAE) and will use this QASP to ensure the contractor is conforming to the PWS requirements.
8.2 Performance Standards. The QASP provides a systematic method to evaluate the service the Contractor is required to furnish. The Government TPOC will assess the Contractor’s performance to ensure the Contractor is performing up to the specified standards. The performance standards for this PWS are stated in the Performance Requirements Summary (PRS) included in this QASP. The standards are subjective for this requirement.
8.3 Management and Oversight. The QASP is based on the premise that the Contractor and not the Government, is responsible for the management and any Quality Control (QC) action required to meet the terms of the contract. The performance requirements recognize that the Contractor is not a perfect manager, and that unforeseen requirements and uncontrollable problems do occur. Good management and use of an adequate Quality Control Plan will allow the Contractor to operate within specific performance requirements. QASPs are designed to be objective, fair, and consistent in evaluating Contractor performance against the provided standards. The Contractor’s QC plan will be reviewed and approved prior to contract award.
8.4 Acceptable Quality Levels (AQLs). AQLs have been established in the PRS and provide performance standards that the Contractor will meet in performing the contract.
8.5 Primary Method of Surveillance/Evaluation. The Government TPOC will perform the evaluation based on using inspections and customer feedback information.
8.6 Notification. The Government TPOC will notify the Contracting Officer (KO), in writing, of unacceptable quality levels. The KO will promptly provide written notification of discrepancies as they occur, or immediately if the situation significantly affects the well-being of the project. The Contractor will be given the opportunity to respond, in writing, to each discrepancy.
8.7 Response. The Contractor shall provide a written response to the cause and the corrective action to prevent recurrence within two (2) working days after receipt of KO’s notification. The Contractor shall cite specific quality assurance program procedures or new procedures instituted to prevent recurrence.
9.0 Performance Requirements Summary (PRS). The performance standards for this PWS are stated in the PR below.

9.1 If services do not conform to the contract requirements the Government may require the contractor to perform the service again in conformity with contract requirements, at no additional cost to the government. When the defect(s) in services cannot be corrected by re-performance, the Government may:
9.2 Require the contractor to take necessary action to ensure that future performance conforms to contract requirements.
10.0 Government Technical Point of Contact (TPOC). The TPOC for the Government will monitor the contractor’s performance to ensure completed services are done in accordance with this performance work statement.
10.1 Responsibilities. Performs surveillance and inspection of services required under this contract. The TPOC determines the adequacy of Contractor performance per contract specifications; acts as the TPOC to ensure compliance with contract performance requirements; and advises the Contract Administrator of any factors that may cause work performance delays. The TPOC cannot authorize deviations from contract requirements and specifications.
The Technical POC information is provided below.

10.2 The Contracting Officer (KO) is the only person authorized to approve changes in any of the requirements of the contract. The contractor shall not consider any order, statement, or conduct by Government personnel who visit the contractor’s facility/job site or in any other manner communicate with contractor personnel during performance of this requirement as a change to the terms and conditions of the contract. The contractor shall not comply with any order (verbal or written), direction, or request of any government personnel unless it is issued, in writing, by the KO. In the event the contractor or contractor personnel effect any change to this requirement by direction of any individual other than the KO will have done so without authority and shall bear all costs associated with such change.
11.0 Base Access.
11.1 The Contractor and its personnel shall be subject to all traffic, security, and registration regulations for contractor and vehicles on Marine Corps Base Camp Lejeune. Obtain copies of current regulations at https://www.lejeune.marines.mil/Base-Access/Contractors.
11.2 Contractors must be registered in the Defense Biometrics Identification System (DBIDS). It is the Contractor’s responsibility to ensure all Contractor personnel and or subcontractors are properly registered within DBIDS.
11.2.1 In order to gain access to Marine Corps Base Camp Lejeune, complete registration in the Defense Biometric Identification System (DBIDS) and possess of a valid form of identification. The DBID registration information and a list of valid forms of identification are found at: https://www.lejeune.marines.mil/Base-Access/Contractors/. Contractors, and/or delivery drivers, must have in their possession: the contract number, address, and sponsor’s contact information in order to gain initial access to the base.
WILL BE PROVIDED AT TIME OF AWARD
11.3 DBIDS Issuance Requirements. Contractors who have filled out the SECNAV 5512/1 and have been vetted for access and cleared through the security manager’s office aboard MCB Camp Lejeune, NC will proceed to the visitor’s center to be issued their DBIDS credential. Pre-enrollment is required for issuance at https://dbids-global-enroll.dmdc.mil/preenrollui/#!/.
11.3.1 Valid vehicle registration and valid vehicle insurance
11.3.2 Two forms of Identification (Driver’s License, Social Security Card, VA ID Card, Passport).
11.3.3 Have the QR code with you. This may be printed from the from the pre-enrollment process.
11.3.4 DBIDS credentials will be valid for the duration of your contract, not to exceed three years. However, re-vetting of individuals information will occur each year.
11.3.5 Contractors requiring access for over 60 days will receive a credential valid for up to one year.
11.3.6 Contractors requiring access for less than 60 days will receive a temporary paper pass.
11.3.7 Contractor Common Access Card (CAC) Eligibility: Contractor personnel authorized CACs are exempt from DBIDS enrollment.
11.3.8 If you have questions regarding base access, Contractor CACs, or DBIDS requirements, contact the Contractor Vetting Office (CVO). The CVO is located in Bldg. 818 adjacent to the Camp Lejeune Main Gate on Holcomb Blvd, just off NC Highway 24. The CVO is open Monday through Friday from 6 a.m. to 2 p.m. and closed on weekends and holidays.
