1.2 BACKGROUND
Naval Sea Systems Command (SEA 04X), who serves as the Headquarters for Depot Level Maintenance, directed Norfolk NSY to establish and stand-up a Command Transformation Office (as Code 100TO).
The Code 100TO Office mission is to lead Norfolk NSY through change and growth, driving innovation, improving efficiency, and ensuring the Shipyard’s long-term success. The Code 100TO Office vision is to partner with stakeholders to reimagine the way we do business by unleashing creativity to build the shipyard of the future.
The SEA 04X directive first step to Code 100TO is to lead Norfolk NSY through change.
Leading Norfolk NSY through change will require a Change Management best standard practice.
Change Management best standard practice is not presently an inherently government function.
A cost-effective Contract Partnership with a Change Management professional services provider is needed, to fulfill the SEA 04X directive and the Code 100TO mission.
Cost-effective partnership is sole based on SEA 04X and corporate four Public Naval Shipyard investments through prior service contracts, prior licensing contracts, and prior training contract for change management professional services.
Continuation of prior corporate contracting investments in services, licensing, and training is cost-effective, as the Norfolk NSY work environment is large-scale, heavy industrial, complex, involving over 10,000 direct employees whom intersect and are highly interdependent with the ship repair projects, direct workforce, support, administrative, ships force, other naval entities, and many contracting partners; all in a full spectrum range of production trades, industrial, management, business, support, financial, and technical duties, responsibilities, and multiple SEA 04X programs.
Financially cost-effective and sustained growth of Norfolk NSY people talent in Change Management goals, objectives, principles, frameworks, models, methods, standards, practices, and tools; will assure the Norfolk NSY long-term success in creatively planning, developing, and installing innovative transformational change that is effective and sustainable.
Context and content of change management solutions will move towards a culture that better achieves desired Norfolk NSY command mission performance goals.
1.3 SCOPE
Norfolk NSY requires assistance from a Contract Partnership, with a previous proven contract record due to Norfolk NSY complexities, with the requisite qualifications, personnel, management experience, and corporate capability to provide train-the-trainer certification and practitioner training in Change Management.
Norfolk NSY has broad and diverse professional organizations (offices and departments) that cover a variety of disciplines in the naval shipyard business environment. The major naval shipyard organizations include production trades, engineering, and support code organizations.
Norfolk NSY goal is to improve core mission business performance through improved change management workforce excellence and competency.
Norfolk NSY, Code 100TO Office is responsible for providing creation, execution, oversight, management, policy, and guidance for a Change Management Program, supporting a wide range of intersecting and interdependent initiatives and programs to support facilities, operations, and naval ship maintenance and modernization.
The Prosci Change Management Train-The-Trainer Certification Program, is the cornerstone for building a sustainable change management program, acting as a linchpin for embedding the Prosci ADKAR-based methodology, and fostering change champions within an organization.
