About this file
This document is a Performance Work Statement for the purchase of a subscription to "ProQuest Major Dailies" by the U.S. Army Corps of Engineers (USACE) Headquarters (HQ) / Humphreys Engineer Center Support Activity (HECSA) Library. The vendor, Clarivate/ProQuest, will provide 12 months of online access to five major U.S. newspapers - The New York Times, Washington Post, Los Angeles Times, Chicago Tribune, and The Wall Street Journal. This subscription will allow authorized USACE personnel to access both historical and current news content through ProQuest's proprietary platforms, including ProQuest Historical Newspapers, ProQuest Recent Newspapers, and Global Newsstream. The vendor will provide usage data and reporting on labor hours. This is a sole source procurement, as Clarivate/ProQuest is the only known provider capable of meeting this requirement. The period of performance is 30 September 2024 to 29 September 2025, with one option year expected. Questions are due by 20 September 2024, and responses are due by 28 September 2024.

Performance Work Statement Clarivate/ProQuest Congressional Hearings UFR HQ/HECSA Library
1.0 General
1.0 Project title:
Purchase of subscription known as “ProQuest Major Dailies”.
1.1 Description of services:
The vendor (Clarivate/Proquest) will provide 12 months of online access to content of five major newspapers, NYT, WSJ, Wash Post, Chicago Tribune, and LA Times, including historical and present-day issues. Authorized USACE personnel will access this content over the open Web.
1.2 Background:
HQ/HECSA Library maintains a longstanding subscription with Proquest. The library intends to purchase access to “Major Dailies” thereby allowing access to five major US Newspapers. Library customers will have access to both historical and up-to-the minute news provided by these major newspapers, thereby eliminating the need for multiple individual subscriptions.
1.3 Scope of work:
Contractor shall allow any user coming from a HQ/HECSA Library account, either with ID/PW or authorized IP address to access their system. Users can enter a search query in the vendor’s Web search form and will receive a list of results. The user can select one of the results and display it on screen, print or download it. The digital documents in the vendor’s database cover international and US national journals, monographs, trade periodicals, white papers, analysis, reports and studies. Users will establish personalized alerts/profiles and will receive notices of new content matching those profiles via email. Links in those emails will send users to relevant content within the databases. HQ/HECSA Library staff will provide the vendor with the list of authorized IP addresses. USACE personnel extracting documents from this service will strictly observe copyright protections. All interaction between vendor and USACE personnel is accomplished via Web, telephone, email or other virtual communication methods. There is no need for vendor personnel to visit a USACE office unless it is to perform occasional user training or customer assistance visits.
2.0 Other requirements
2.1 All database content will be delivered by Clarivate, the vendor company.
2.2 The vendor will also provide access to usage data, preferably via an admin dashboard, but data for each month shall be collected and made available at minimum annually. Data must include at minimum the number of unique searches (For those using COUNTER: “Searches_Regular”) and the number of items viewed (For hose using COUNTER: 'Unique_Item_Investigations') by our customers per Government fiscal year (FY), which runs October 1 through September 30. Usage data if not on a dashboard shall be sent to hecsa.library@usace.army.mil upon request by the library or by 15 October of each year, for as long as this contract remains in place.
2.3 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the HECSA Library via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://sam.gov/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at help desk at: https://sam.gov.
