About this file

This is a Proposer RFP Checklist document for the City of Santa Monica's Commercial/Specialty Vehicle and Safety Training contract opportunity. The City seeks qualified firms to provide vehicle-specific safety training services to approximately 2,000 employees across multiple municipal departments, including Public Works, Big Blue Bus Maintenance, police, and fire services. The services must comply with Cal OSHA and Department of Transportation requirements and include annual one-on-one driver assessments for 100 commercial/specialty vehicle operators, remedial training for drivers involved in preventable accidents, DMV/DOT and Cal-OSHA mandated safety training, and forklift/aerial lift initial and refresher training. The contract will span five years with approximately 120 training sessions annually, each lasting 60 minutes and serving 10-25 employees. The RFP was released on November 13, 2025, with proposal submissions due by December 11, 2025, at 3:00 pm. Proposers are strongly encouraged to attend any pre-proposal conferences and submit clarifying questions by the specified deadline, with all answers provided through formal addenda posted on the City's OpenGov vendor portal.

Successful proposers must provide at least three references from public entities and submit comprehensive documentation about their organizational structure. The evaluation will be points-based, allocating 20 points for Quality of Work/Technical Capabilities, 20 points for Cost, 10 points for Stability/References, 20 points for Project Management Team, and 30 points for Experience/Technical Competence. Vendors must maintain Commercial General Liability insurance with limits of no less than $1,000,000 per occurrence and Automobile Liability insurance with limits of no less than $1,000,000 per accident. The solicitation does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Pricing will follow a structured approach based on various training categories, and successful contractors must provide flexible training scheduling between 6 am and 9 pm, incorporate written tests and road skill assessments, and demonstrate post-training retention strategies. Proposers must carefully review the RFP document, acknowledge all addenda, submit responses in the required format addressing all sections, and ensure timely submission, as late proposals are never accepted.
