LogHOUSE II Proposed Evaluation Procedures
FEMA will award a multiple award IDIQ contract to the offerors whose proposal presents the best value to the Government in accordance with FAR 12, using competitive source selection procedures provided at FAR 15.101. In making a best value determination(s) for award, FEMA will utilize FAR 15.101-1, Tradeoff Process. Non-cost evaluation factors will be weighted more important than price.
The Government reserves the right to make award to a higher priced offeror for a superior solution as set forth in the technical and past performance evaluation factors. As such, the Government may award to other than the lowest priced offeror, or other than the offeror with the highest technical rating. The proposed evaluation factors are:
STEP 1: Phase I
Factor One (1) Corporate/Team Experience
STEP 2: Advisory Down-Select
STEP 3: Phase II
Factor Two (2) Oral Presentation (Technical Approach) Factor Three (3) Quality Assurance Plan Factor Four (4) Past Performance Factor Five (5) Price
FEMA is planning to utilize a two-phase advisory down-select approach to evaluate all vendors. During Phase I, Factor 1 will be evaluated by the Technical Evaluation Team, and offerors will be advised as to whether FEMA considers them to be a viable competitor for this acquisition. While Phase I is advisory, all offerors must participate in Phase I to proceed to Phase II. During Phase II, FEMA will require offerors to orally present on such areas as scenario planning, response, and quality control procedures. FEMA will do a consensus evaluation immediately following each offeror’s oral presentation.
FEMA asserts the right to award without discussions. However, if discussions/negotiations are required, the Contracting Officer (CO) will conduct cost/price negotiations in accordance with FAR Part 15, with the highest rated offerors.
Final source selection will be made to the proposals that present the best value to the Government, price and other factors considered. The offerors must be determined responsible and otherwise eligible for contract award with no known organizational conflict of interests.
