About this file

The document is a Proposal Evaluation Criteria and Submittal Information for the City of Daytona Beach's Stormwater Model and Watershed Management Plan, a project funded by Volusia County's Office of Recovery and Resiliency through a HUD Community Development Block Grant for Disaster Recovery (CDBG-DR). The project aims to develop a citywide stormwater Hydrologic and Hydraulic (H & H) model using Stormwise software, evaluate current and future flooding risks, and create conceptual flood mitigation solutions in response to damage from Hurricane Ian in September 2022. The final model will become the property of the City, and the contractor must provide training for City staff.

The proposal evaluation will focus on four key areas: Key Personnel Qualifications & Experience (30% weight), Project Manager Past Performance (20% weight), Designer of Record Past Performance (15% weight), and Project Approach (35% weight). Proposers must submit detailed information including one-page resumes for key personnel (Project Manager, Designer of Record, and Hydraulic Modeler), two project examples for both the Project Manager and Designer of Record, and a four-page narrative demonstrating understanding of project issues, objectives, and strategies for meeting scope, budget, and schedule. The evaluation emphasizes recent project experience, with additional consideration given to projects completed within the past 10 years that have similar design capacities and operations.
