Statement of Work for Precision Radiating Optimum Power High Emitting Transmitter (PROPHET)
Introduction Background The Naval Research Laboratory (NRL) Code 8140 is performing signal research requiring an antenna measuring 30 meters or greater in California. This effort is referred to as PROPHET.
Scope The requirements of this Statement of Work (SOW) include the development of hardware and software that support signal research for NRL Code 8140 used to support an overall space research program. In order to perform under this SOW, the contractor shall own, have lease to, or right to use the proposed antenna. The government shall inspect/assess the antenna before award to insure that the antenna is operational and accommodates the requirements in this SOW as part of a pre-award survey.
The contractor shall provide scientific, technical and engineering research and development using a 30M Antenna system located in a 80,467-meter radius from the DoD space object ellipse center point of 36.597564 N,-121.897631 W. The requirements defined in this SOW are anticipated to be performed at this antenna facility and other NRL facilities.
The antenna shall be available solely to NRL for 24/7 access and used solely for NRL research. Any other use will only be permitted by approval of the NRL Contracting Officer Representative (COR).
This SOW continues the research under N00173-21-C-6004. Under the original contract, the contractor engineered prototypes and proof of concepts. This SOW takes the work to the next phase, implements the designs, performs formal experiments and modifies/improves the designs from the experimentation results.
Technical Requirements (CDRL A001, A004)
The Contractor shall provide access to an antenna that operates at a rate of 1 degree per second with a pointing accuracy of 100th of a degree. The minimum size of the antenna is 30 M in diameter. This size must be accomplished by one solid dish (no array of dishes). The feed must be at least 20.7 meters above ground level at zero degrees elevation. The obscura around the antenna shall be no more than 20 degrees elevation. The antenna shall be able to accommodate custom designed NRL equipment. The antenna shall have the ability to transmit or receive across frequencies at varying power levels. In addition the facility must have an Experimental License granted by the granted by the FCC that allows transmission across the frequency spectrum.
The location of the antenna must be within an 80,467-meter radius from the center point of 36.597564 N,-121.897631 W. This area is key to the signal research due to the low noise environment and geographical footprint of the DoD space objects being tested. This antenna is needed in that area due to the environment in the atmosphere and the geometry of the space targets.
The Contractor shall perform research and development that will result in highly precise generated pulses that will be transmitted from the antenna systems. The Contractor shall turn generated pulses into RF energy to be transmitted from the system in support of space research. The Contractor shall perform research and development on hardware and software algorithms that shall result in highly precise signals being radiated from the antenna. These signals shall have pico-second accuracy.
In order to accomplish this research, the Contractor shall analyze requirements that will result in a design for hardware and algorithms. This design shall be implemented and provide the ability to perform experiments to produce RF energy at various frequency ranges using high power that will be collected by space objects. The Contractor shall precisely target narrow-beam high-power generated RF signals to centimeter-sized targets to assure zero percent signal spillage to other vehicles in proximity to the space object. The Contractor shall analyze requirements, generate corresponding design documents, attend and participate in design reviews and provide cost analysis for the work being performed.
In order to accomplish the experiments that support the research, the Contractor shall develop hardware and software, which shall include, but may not be limited to: analysis and design of instrument control systems which are to generate the signals, production of procedures, surveys and analyses pertaining to the existing and future performance of the antenna system, associated with targeting of current and proposed satellite architectures. Hardware and software systems developed must be suitable for the for the specific spacecraft and integrate with other NRL assets to collaboratively explore resiliency techniques for DoD space communications as well as comparatively for unique anomaly characterization. Integration and comparative analysis will begin with two large apertures on the west coast and then expand incrementally to additional, geographically dispersed NRL assets both CONUS and OCONUS. The Contractor shall plan, recommend and with COR review and approval, implement specific approaches to system implementation. Travel to CONUS and OCONUS antenna sites for collaborative and comparative analysis is required to perform research tasks including but not limited to: configure, observe, analyze and record research testing and results.
As part of this research, the Contractor shall perform research and development on pulse-generating algorithms for the 30M antenna and associated antennas. The Contractor shall produce pulse-generating algorithms that will be loaded into Navy custom designed equipment. These algorithms shall produce a Navy Time Ordered Acquisition Signal Table (TOAST) that will be used to generate waveforms with varying parametrics. The Contractor shall develop highly precise and repeatable RF signals for tailored, precision targeting and testing of spacecraft and aircraft. The Contractor shall design hardware to generate highly precise pulses that are transmitted by the antenna, which may include the design and development of custom boxes, the use of COTS boxes, or a combination of both. The Contractor shall develop algorithms that result in the production of RF energy across the frequency spectrum at high EiRP levels (~150dBm). The Contractor shall include atmospheric loss in the calculations for the RF energy EiRP levels. The contractor shall perform research over the frequency range of 1 Hz to 120 GHz; power level varying between 40 dBm and 140 dBm. The Contractor shall perform photogrammetry to assess the efficiency of the antenna surface as well as LIDAR analysis to assess geodetic datum of the antenna systems.
The design and development of hardware and software systems will require an extensive array of custom and COTS components. Material purchasing of components necessary to implement and integrate the approved design is the responsibility of the awardee IAW all applicable FAR clauses and NRL regulations as identified elsewhere in the contract.
Networks and computer systems designed and developed to support the research, including precision timing and signals, must comply with DoD, Navy and sponsor organization’s security and accreditation policies including ICD 501 and 503 and NIST SP 800-37 Risk Management Framework. Supporting networks shall be designed and implemented in a manner that transports IP packet traffic and RF over fiber utilizing the same conveyances (separate pairs in a shared bundle or conduit). Industry best practices shall be utilized to prevent signal corruption that could lead to complex troubleshooting, extensive outages or costly equipment damage due to mismatched RF and IP components.
Safety is an essential aspect of conducting RF operations and the contractor shall comply with Navy RF Safety polices. Additionally, environmental RF obscura shall be characterized and maintained in accordance with Navy, Federal and State requirements.
