About this file
This is an attachment document from the City of Tampa's real property disposition solicitation for the Tampa Police Department Headquarters located at 411 North Franklin Street. Attachment C references property photos and a boundary survey for the 44,521-square-foot property situated in the Central Business District-1 zone. The City is soliciting proposals from qualified proposers capable of developing the property to its highest and best use. A pre-proposal meeting and site tour are scheduled for January 6, 2026, with proposals due electronically through the OpenGov eProcurement Portal by February 6, 2026, at 1:00 PM EST. The property includes the five-level Tampa Police Department Headquarters parking garage and associated improvements, all offered for sale with an opening bid of $36,000,000.00. The successful proposer must complete property closing by January 31, 2027, and agree to a one-year leaseback of the headquarters to the City for $1.00 annually with a potential one-year extension.
The property is sold "AS IS/WHERE IS WITH ALL FAULTS" and is subject to two existing leases: a month-to-month lease with Dan Hayman Jewelers and a lease with P10 Kennedy, LLC/Moxies expiring April 6, 2030. All costs associated with demolition, environmental assessments, surveys, engineering, architecture, rezoning, and construction are the responsibility of the successful proposer. Evaluation will be based on proposal completeness and purchase price (50 points) and financial capacity (50 points). Proposers must submit three years of audited federal tax returns, income statements, and cash flow statements, and if financing is required, provide loan commitment or pre-approval letters. A 10% deposit of the purchase price is required upon contract execution. The City will pay documentary stamp taxes while the proposer bears all other closing costs. Proposals remain binding for 180 calendar days following opening, with no specified maximum budget range beyond the opening bid amount.
