PROPEL ANNUAL PROGRAM STATEMENT (No. 7200AA22APS00002) “Promoting Results and Outcomes through Policy and Economic Leavers”

Questions & Answers (Q&A) Synopsis No. 3

January 10, 2022

1. We are interested in applying for the PROPEL proposal posted 7 December 2021 but the proposal is not clear with dealinee whether it is an ongoing proposal . When is the actual deadline for this proposal ? This PROPEL APS is the overall synopsis and does not require proposal submission. Please see individual Round documents for each Round’s deadlines and submission instructions for concept papers. Round 1 PROPEL Health was posted on Grants.gov on December 13, 2021 under No.

7200AA22APS00002-01. Please be sure to monitor Grants.gov and the USAID Business Forecast for subsequent Round information and releases.

2. According to the opportunity posting, this APS will be open for 10 years and have a ceiling of $180M. The forecasted values for the initial 5-year Rounds indicate that most, if not all, of the $180M ceiling would be allocated to those Rounds. Does USAID envision utilizing this APS for new activities beyond the first four Rounds?

If so, does USAID plan to increase the ceiling value of the APS if needed? At this time USAID envisions the four rounds as detailed on the Business Forecast however please continue to monitor for any updates.

3. Could USAID please clarify the expected solicitation release dates for the specific Rounds and/or update the expected solicitation release dates in the USAID Business Forecast? Please continue to monitor Grants.gov and the USAID Business Forecast for subsequent Round information and releases.

4. For Rounds 2, 3, and 4, is USAID able to provide a target anticipated proportion of core funds to field support? For example, does USAID anticipate that a significant portion of the ceiling for these Rounds will be funded by field support (as is noted for Round 1)? Unfortunately we cannot provide this information at this time, details regarding the financial range for award(s) will be specified in each Round.

5. Could USAID please clarify how the scope of the Forecasted Round 4 of this APS (Population, Health & Environment (PHE)) will integrate with/coordinate with the BUILD project awarded in 2021?

Each Round of the PROPEL APS will specify requirements and specific IRs and sub-IRs, and will include relevant background information and coordination expectations. Please continue to monitor Grants.gov and the USAID Business Forecast for subsequent Round information and releases.

6. Does USAID anticipate that summary budgets or naming of key personnel will be required at the concept note stage for Rounds 2, 3, and 4 of the APS? Unfortunately we cannot provide this information at this time, requirements for concept notes will be detailed in each Round.

7. Can USAID please provide additional information on which Rounds may require the use of NPI modalities, and which methods USAID will use to “incorporate the aims of NPI to expand access to USAID support to new local partners” (as noted on page 13 of the APS)?

All PROPEL Rounds will require incorporation of the aims of NPI but not necessarily the full method or approach. See the NPI website for a full list. Each Round will outline requirements. Please continue to monitor Grants.gov and the USAID Business Forecast for subsequent Round information and releases.

8. Page 13: Under 3. Local Partners, the APS states that “PROPEL aims to work with a variety of partners, including new partners by reaching, engaging, and increasing the capacity of such organizations using co-creation strategies.”

a) Are the co-creation strategies referred to under the Local Partners section different from the co-creation examples listed on page 32 under Co-Creation Process?

No. Any of the co-creation examples listed on page 32 could be used depending on the needs of the Round. Each Round will specify requirements. Please continue to monitor Grants.gov and the USAID Business Forecast for subsequent Round information and releases.

b) If they are different, could USAID please provide more information/examples of these strategies?

Each Round will specify requirements. See the NPI website for more information on NPI. Please continue to monitor Grants.gov and the USAID Business Forecast for subsequent Round information and releases.

9. Page 13: Under 3. Local Partners, the APS states that “PROPEL will complement, coordinate, support, and learn from existing awards implemented at country level.

USAID’s country level awards are often the most responsive to their environments and PROPEL will produce greater health outcomes through strong coordination with these mechanisms.” Can USAID please provide examples of these existing country level awards?

Please refer to the general resource guide for “Organizations that Work with USAID”, https://www.usaid.gov/work-usaid/organizations. An updated list of specific programming is not available.

10. Does USAID anticipate releasing additional Rounds under this APS, beyond the four Rounds that currently appear in the USAID Business Forecast? At this time USAID envisions the four rounds as detailed on the Business Forecast; however please continue to monitor for any updates.

11. Given that IR5 is focused on multisectoral linkages, are there specific USAID-funded projects or other efforts that could be included with the background information about previous/current projects listed on pp. 10-12? Sharing background about any key projects that are implemented outside of the global health bureau would help to define USAID’s expectations for IR5.

Each Round will specify requirements and specific IRs and sub-IRs, and will include relevant background information. Please continue to monitor Grants.gov and the USAID Business Forecast for subsequent Round information and releases.

12. USAID’s work in fragile contexts that is implemented by the Bureau for Humanitarian Assistance (BHA) is not mentioned on page 17. Does USAID expect that PROPEL Rounds will collaborate with BHA efforts?

Each Round will specify requirements and specific IRs and sub-IRs, and will include relevant background information and coordination expectations. Please continue to monitor Grants.gov and the USAID Business Forecast for subsequent Round information and releases.

13. Is there an overall funding ceiling for Rounds that will be funded as part of this APS as mentioned on page 23? Unfortunately, we cannot provide this information at this time, details regarding the financial range for award(s) will be specified in each Round.
