EXECUTIVE SUMMARY
A.6. 2nd paragraph states:
Small Business 8(a) contractors must have the ability to bond the construction efforts at a minimum of $3M per task and $25M aggregate.
Section 00 21 00 Instructions to Offerors states:
2.2. PROOF OF ABILITY TO OBTAIN SURETY:
Offerors shall submit proof of their ability to obtain performance and payment bonds attesting to the offeror's ability to provide assurance for not less than $5,000,000 per task order and
$25,000,000.00 aggregate.
Concern: It appears that $3M per task would be sufficient since Evaluation Criteria 3.2 Factor 2, 3.2.2 states: The Government will consider ACP Past Performance of >$1.9M to be of similar magnitude and type.
Question: Please provide clarification on which bonding requirements take precedence.

Please confirm that Offerors may submit projects that are ongoing in Factor 1, which will allow more 8(a) firms to compete to support USACE on this IDIQ MATOC. Thank you.
