About this file

This is a Project Statement from the Michigan Department of Technology, Management and Budget's State Facilities Administration, Design and Construction Division for sanitary sewer improvements at the Lakeland Correctional Facility. The project requires a Professional Services Contractor (PSC) to provide Phase 100 Study, Phase 400 Preliminary Design, Phase 500 Final Design, and Phases 600/700 Construction Administration services. The proposal is due March 1, 2018 at 2:00 PM EST, with a mandatory walk-through inspection scheduled for February 14, 2018 at 11:30 AM at the facility located at 141 First St. Coldwater, MI. The project involves evaluating options for upgrading the facility's 50-year-old sanitary sewer system, which currently uses a 10" force main running 1,700 feet to a treatment plant four miles away.

The PSC must include direct costs and reimbursable costs for surveying, soil/pavement boring, permitting/review fees, and construction testing in their proposal. The initial award may only be for Phase 100, with additional phases potentially added after MDOC review. The PSC must base Phase 400-700 fees on assumptions for design and construction scope, with the understanding that modifications may be needed as the project develops. The project will utilize drawings from both 1970 and 2017 force main projects, and must comply with all federal, state, and local regulations. Questions will be accepted until February 21, 2018 at 11:30 AM.

PROJECT DESCRIPTION/SERVICES REQUESTED

The Professional Services Contractor (PSC) is to provide a proposal for Phase 100 Study, Phase 400 Preliminary Design, Phase 500 Final Design, Phase 600 & Phase 700 Construction Administration Office & Field Services for Sanitary Sewer Improvements at the MDOC Lakeland Correctional Facility (LCF).

The existing sanitary sewer effluent at LCF is collected at a central sewer pumping station at an onsite maintenance building. It is then pumped in a 10” force main 1,700 +/- LF south through the LCF site and then on to a CBPU (Coldwater Board of Public Utilities) treatment plant approximately four miles away. The LCF site and associated properties are the only properties served by this force main. The existing force main has been in service for nearly 50 years and requires increasing maintenance. In 2017 a 18” force main was constructed by CBPU that runs along the north side of State Street adjacent to the LCF site. A tap was installed in the 18” force main for possible future connection to the LCF site.

Options that are to be reviewed as part of the Phase 100 services include, but are not limited to:

• Replacement of the 1,700 +/- LF of force main on LCF property.

• Connection to the new 18” force main along State Street.

• The addition of screening/grinding systems on the LCF site prior to the effluent entering the force main system.

• Cost estimates for design and construction for options considered.

The selected PSC is to also develop and consider other viable options with the goal of determining the most efficient method of sanitary effluent disposal for the LCF. Initial construction costs and long-term operation costs are to be part of the evaluation.

The PSC is to include the below items, if needed, as direct costs and/or reimbursable costs as part of their proposal:

• Surveying

• Soil/Pavement Boring

• Permitting/Review fees

• Construction Testing mailto:parsonsC5@michigan.gov mailto:FalorT@michigan.gov

Drawings for the 1970 and 2017 force main projects are attached with this proposal. The 1970 plans have been reduced in size to be posted on SIGMA but a larger (i.e. more legible) file will be able to be provided. The selected PSC shall field verify existing conditions.

At this time the award may only be for Phase 100. After MDOC review of the results of Phase 100 study additional phases may be added. The PSC is to base Phase 400-700 fees on assumptions for the scope of design and construction and include these assumptions in the proposal. It is understood that the construction scope is not fully defined at this time so modification for Phase 400-700 fees may be needed.
