The project requests a complete Professional Service Contractor proposal for evaluation and design of existing sanitary lift station systems serving a 100-site campground with 36 full hookup sites. Consulting services must encompass design phases 300, 500, 600, and 700, incorporating services normally associated with phases 100 and 200, and include investigation and evaluation of the existing system, design and detailed contract documents with specifications, pump station system design in accordance with current codes, and electrical and control system upgrades. A mandatory walk-through inspection is scheduled for 2:00 p.m. Eastern on Tuesday, August 1, 2023, at Hartwick Pines State Park. Proposals are due August 17, 2023, at 2:00 p.m. Eastern via the SIGMA VSS portal. Design kickoff is anticipated for early September 2023, with construction likely beginning in Fall 2024 outside the May 1 to October 31 campground operating season.

The proposal must include all required permit applications and fees from EGLE, LARA, and SESC, with a permitting allowance of $2,500 included in Phase 500 reimbursable line items. The scope extends from the manhole feeding the campground wet well to the cleanouts downstream of the dosing pump wet well. Firms should submit combined technical and cost proposals as a single attachment not exceeding 6 megabytes, with the total cost for all phases entered as the bid amount. Minimum project requirements include at least twice-monthly meetings with a minimum of three in-person onsite meetings for investigation and progress review. Questions must be submitted via email to the Project Director, Chris Schanbeck, no later than 2:00 p.m. Eastern on Tuesday, August 8, 2023. The project will comply with all applicable federal, state, and local codes and standards administered by the EPA, OSHA, DOT, DCH, EGLE, DNR, and MIOSHA.

PROJECT DESCRIPTION/SERVICES REQUESTED

PROJECT BACKGROUND:

Hartwick Pines State Park Campground existing sanitary lift stations have had increased maintenance and reliability issues. The existing lift station in the middle of the campground is gravity fed sanitary waste from the toilet shower building, sanitation station and full hookup sites. The lift station has 2 submersible pumps that transport the waste to the septic system northwest of the campground. The septic system has a series of tanks and 2 submersible pumps that feed the absorption fields. Although the dosing lift station is generally known to be more reliable than the lift station in the campground, it is to be included in this scope to provide upgrades deemed necessary. Based on existing drawings attached, the sanitary system was installed in the early 1990s and is understood to be mostly original aside from maintenance work.

The campground has 100 modern sites with 36 of them being full hookup. The campground is open from May 1st through October 31st.

It is worth noting that the campground electrical system is to be completely upgraded in the near future which may dictate aligning this this construction to occur concurrently.

PROPOSED SCOPE OF WORK:

Interested consultants shall provide a complete Professional Service Contractor (PSC) proposal for all required consulting services for evaluation of the existing lift station systems and all required upgrades. The limits of the scope are from the manhole feeding the campground wet well to the cleanouts downstream of the dosing pump wet well.

Proposals shall include scope for the main Phases 300, 500, 600 and 700. Services deemed necessary under phases 100 and 200 are to be incorporated under phase 300 including an evaluation report for the system.

Consulting work is expected to include all normal consideration of various options available for each discipline with recommendations of advantages, cost comparisons, and comparative life cycle analysis, etc. for review by the project team.

Professional services for the Hartwick Pines State Park Campground Lift Station replacement are understood to include but not necessarily limited to:

• Investigation and evaluation of the existing system to determine recommended upgrades to piping, valves, pumps, controls, underground structures, etc. It is expected that this may include some support services to camera pipes, cleanout structures, pull pumps, etc.

• Design and detail upgrades on contract documents, drawings and specifications, for construction. Include all necessary design disciplines for a complete package.

• Pump Station Systems for the new installation shall be designed in accordance with current codes. There is some interest in considering standardizing the equipment for consistency through the Roscommon district using Flygt pumps and control packages from Kennedy Industries. However, it is expected that other vendors will be considered, with multiple ‘basis of design’ options included for contractors to competitively bid.

o Appropriate pump size/type selected for performance: flow, head, clog free, cycling, etc.

o Options that should be considered for the pump stations include but are not limited to: routing piping so that valves are located in above ground enclosures, emergency bypass external camlock connection.

o Flow monitoring based on pump run time or separate meter.

• Electrical and control systems for the pump stations shall be reviewed and upgraded as necessary in accordance with current codes.

o As noted the campground electrical system is to be upgraded but will generally be the same as the existing although fed from a new panel (the site does not have 3-phase power). Attached are preliminary schedules for the proposed panels that will feed the lift stations. Final site electrical design drawing will be provided to the awarded PSC.

o Considerations for lift station controls are expected to include but not limited to: multiple level sensors, alternating pump relay, pump monitoring (clog, temperature, seals), VFD options, backup generator power connection, weather tight enclosure, alarm light/horn, remote monitoring capabilities with data logging, etc. All components should be readily available stocked at regional vendors for ease of replacement.

o Recommendation for new level sensors.

GENERAL REQUIREMENTS:

• Preparation and submission of all required permit applications and permit application fees including but not necessarily limited to EGLE, LARA, and SESC (DTMB) shall be included.

• Meetings are generally expected to be not less than twice a month for review of progress and satisfying the 50% and 90% design stages. While the majority of the meetings are anticipated to be virtual (Microsoft Teams) a minimum of 3 in person onsite meetings (not including construction oversight) are expected for project investigation and progress review.

• Include in Phase 500 reimbursable line items for the following Allowance(s) o Permitting Allowance: $2,500

REFERENCE DOCUMENTS:

Attached are scanned prints of the existing sanitary system.

DESIRED SCHEDULE OF WORK

Design Kickoff early September 2023. Construction windows would ideally be outside the campground season, May 1 to October 31, but may consider shutdowns prior to Memorial Day weekend and after Labor Day weekend. Assuming significant equipment lead times it seems likely that the construction would start in the Fall of 2024.
