About this file

This document is a Project Statement from the Michigan Department of Technology, Management and Budget (DTMB) for a fire suppression system improvement project at the Ottawa Parking Ramp located at 608 Allegan St., Lansing, MI 48933. DTMB is seeking professional design services to redesign and reconstruct the entire fire suppression system, as the main lines are rusting and causing frequent leaks, leaving the ramp and vehicles unprotected. The new system must include a nitrogen generator to prevent moisture buildup. A mandatory pre-proposal walkthrough is scheduled for September 6, 2022, and proposals are due by September 15, 2022, at 2:00 p.m. Eastern time. The project will be awarded to a qualified contractor who can coordinate closely with DTMB's Building Operations Division staff throughout the design and construction phases, as the ramp will remain open during the project.

The total cost for all phases should be submitted as the bid amount. Pricing information, set-asides, incumbent details, and funding sources are not provided. The project must comply with all relevant federal, state, and local codes, standards, regulations, and workers' safety rules.

PROJECT DESCRIPTION/SERVICES REQUESTED

The Department of Technology, Management and Budget (DTMB) is seeking professional design services for the redesign and reconstruction of the entire fire suppression system. The main lines in the Ottawa Ramp are rusting out causing many leaks throughout the system. Often, these systems are offline for weeks, sometimes months before repairs can be made. When the system is down, this leaves the ramp and the vehicles unprotected from fire.

The new system shall be designed and constructed with appropriate pipe and must include a nitrogen generator to help prevent moisture build up in the system.

Professionals, please note that the ramp will remain open and in operation during the design and construction period. This will require constant communication and coordination with the DTMB Building Operations Division (BOD) staff before and during the design and construction periods. The contractor shall be responsible for all persons and vehicles within the construction area. There may be other construction projects occurring in adjacent areas during the life of this contract.

mailto:smithD76@michigan.gov

Again, close communication and coordination with DTMB BOD and the project team are required from the beginning of design through the end of project construction.
