PROJECT DESCRIPTION:

The MDOC Alger Correctional Facility desires and upgrade to the existing Smoke Purge Protection Systems in the Aspen & Birch Housing Units in order to eliminate the use of the Self-Contained Breathing Apparatuses (SCBAs) currently being utilized. In order for the use of SCBAs to be eliminated, the Bureau of Fire Services (BFS) requires that engineered smoke purge systems be supplied by back-up power. In addition, the existing smoke purge protection systems are currently operated on manual control mode. Upgrades to connect the existing smoke purge systems to back-up power and provide necessary updates to replace the existing pneumatic controls to DDC controls is required. Since MDOC is precluded from operating the smoke purge systems on their existing emergency generator without the ability to shed load, the inclusion of automatic transfer switches for both housing units will be required. As for the design, the PSC is required to include testing and evaluation of the existing smoke purge systems in both housing units to determine if they operate per design specification and sequence of operations and whether upgrades are necessary and incorporate into the final design. All relative code requirements are to be identified and evaluated during design. The PSC will need to verify if the existing emergency generator and feeder line is adequate to serve the systems at both Aspen & Birch. The PSC will need to provide load calculations and verify the proposed updates will meet all code requirements, including 2010 NFPA 110 Standard for Emergency and Standby Power Systems as referenced by the 2012 NFPA 101 Life Safety Code. The PSC Shall evaluate the electrical panels in both buildings to determine if there is existing space to accommodate necessary additions, or if a subpanel is required. Currently there are pneumatic controls operating the smoke purge systems in both housing units. A local control override switch with warning lights will be required to be installed for use by the officers in the housing units in a location as agreed upon with MDOC. Any required integration into the existing fire alarm system will be required, the current system is under warranty to Siemens. Integration of generators, fire alarm systems, automatic purge system controls, and local control switch will likely be required for a complete system at each building. The PSC shall assume a construction budget of $560,000. The cost portion of the proposal must be submitted on a DTMB410 form. Boiler and control upgrades have been completed in the Birch Housing Unit and during the design phase of this project boiler and control upgrades will be occurring in the Aspen Housing Unit. The PSC design will need to be coordinated to work with both systems.

SERVICES REQUESTED:

The Professional Services Contractor (PSC) shall provide Phase 100 Study, Phase 500 Final Design Services and Phase 600 and 700 Construction Administration Office and Field Services for the project. The PSC shall include any required Phase 300 Schematic Design and Phase 400 Preliminary Design tasks not included in the phase 100 study that are necessary to complete Contract Document development into the Phase 500 proposal technical summary.

Professional Services shall include, but are not limited to, the following:

1. Phase 100 – A phase 100 study shall be completed at the facility to review the existing equipment and controls associated with the existing system in both housing units and provide recommendations and cost estimates on the most efficient method of updating the current system to meet new code requirements and MDOC integration/control requests. Including the ability for the project to be wired into and operate on the existing generator. Confirmation of the ability to update and replace the existing pneumatic controls to DDC controls is required and incorporation into backup power is desired for this project. Review of the required integration into the existing fire alarm system will be required, the current system is under warranty to Siemens. Integration of generators, fire alarm systems, automatic controls, and by-pass systems will likely be required for a complete system at each building. Confirmation that the system will be able to be integrated with the boiler and control upgrades that have been completed in the Birch Housing Unit and with the boiler and control upgrades that will be occurring in the Aspen Housing Unit. The PSC shall gather and verify any available as-built information and document the existing site conditions as required to complete the project.

2. Phase 500 - Develop Contract Documents for bidding:

Contract Documents shall be created utilizing the current State of Michigan, Department of Technology, Management, and Budget (DTMB), State Facilities Administration (SFA), Design and Construction Division (DCD), DC Spec General Conditions and the Master Spec format.

4. The Contract Documents shall meet all code and permitting agency requirements as well as accessibility requirements of the Americans with Disabilities Act and the 2010 Department of Justice Standards.

5. PSC shall provide, at a minimum, virtual design meeting at Design Kickoff, 50% and 90% completion of Contract

Documents for both phase 100 and phase 500. The PSC is responsible for the submittal of 50% and 90% Contract Documents and estimates for owner review a minimum of ten (10) working days prior to the proposed review meeting dates. 100% review documents shall be provided for owner review, but a 100% review meeting is not required.

6. PSC shall provide construction estimates for owner review at 50%, 90%, and 100% for all phases. Review of the construction budget will be required at the 50% and 90% design review meetings.

7. PSC shall provide a proposed schedule for design and construction with the RFP response, schedule to include relevant permitting agency review time. The PSC shall provide active project management and maintain their proposed schedule of tasks and milestones including, but not limited to, critical project tasks such as consultation and other data collection tasks. The PSC’s schedule shall not only itemize and identify the critical project tasks, path, and correlation, but the PSC shall be proactive in identifying and implementing remedial actions necessary to get back on schedule if schedule slippage is encountered. Agency review task durations on the PSC’s schedule should not be considered flexible for gaining back time should schedule slippage occur. PSC shall be responsible for the development of phasing plans and/or a construction schedule recommendation to avoid negatively impacting facility operations. The schedule shall allow for review time by all applicable permitting agencies, including LARA, BFS and any other required permitting agencies.

8. PSC shall be responsible for posting project on SIGMA for bid advertisement, performing a pre-bid meeting, issuing addenda, performing a Best Value Bid Evaluation on bidders, and generating a PSC recommendation of Contract Award for construction.
