About this file

This is a Project Statement from the State of Michigan Department of Technology, Management and Budget (DTMB) for the Department of Corrections, seeking professional engineering services for security gate and door replacement at the Kinross Correctional Facility (KCF). The project involves replacing automatic sliding steel security gates, hollow metal detention-grade doors, and related components in the facility's Administration building, with a focus on upgrading to current agency standards and improving gate technologies. A mandatory pre-proposal Skype/Microsoft Teams conference was scheduled for March 30th, 2020, with proposals due on April 9th, 2020 at 2:00 pm EST. The work is proposed for completion in 2020, with strict limitations on facility operational disruptions and requiring sequential gate replacements.

The project requires comprehensive professional services including design, permitting, construction administration, and inspection, with an emphasis on maintaining facility security and operational continuity. Unique requirements include obtaining LARA Plan Review Permits, developing emergency access plans, coordinating with correctional facility staff, and managing work within a secure perimeter. All project personnel must undergo LEIN clearances, facility orientation, and strict access protocols. Proposals must be submitted electronically through SIGMA VSS and include detailed technical and cost proposals using specific DTMB formats, with reimbursable costs for permits, testing, inspections, and travel explicitly itemized.

PROJECT DESCRIPTION:

The MDOC Kinross Correctional Facility desires that bubble gates be replaced in the Kinross Correctional Facility (KCF) due to the age of the existing gates and the need to upgrade to current agency standards for minimum gate requirements. Removal and Replacement of the automatic sliding steel security gates and related steel sidelight frames. All work is within the Administration building. Security gate replacement work shall include new hollow metal detention grade doors and frames, power operated sliding door hardware, security glazing, removal/replacement and refinishing of existing finishes, and new upgrades and modifications to the existing security gate controls and control stations, including new wiring and conduit. The existing gates are of different ages and constructions. Consideration should go beyond replacement-in-kind and include upgrades to present-day technologies and efficiencies including, for instance, upgrade of controls to PLC. Gates must be functional even during power outages. Building, accessibility and electric code compliant design, plan reviews, construction inspection and approvals shall be included.

Note that the bubble gate areas are essential security and access/egress corridors to daily facility operation, and operation of the entire facility will be sensitive to and affected by work in these areas. Consequently, the replacement of gates will be required to be done one-at-a-time and sequentially. Limitations on the duration of bubble gate area downtime during construction will be required and strict compliance maintained. Late shift work may be required, and certain dayshift work not permissible. Plans for emergency access beyond gated areas under construction will be required to be developed so that access beyond a gate under construction (e.g. armory) is achievable in a very short timeframe.

Work is at an operating correctional facility, and work will be located in areas considered to be within the secure perimeter. Work within secure perimeter requires escorts coordinated with LMF custody staff. Access in all locations is strictly controlled, monitored and may be subject to delays due to both test- and actual-mobilizations by correctional personnel that necessitates work shutdown. Vehicle access and use on correctional facility property is strictly controlled, requires escorts and must be coordinated in advance. Tool and equipment use requires regular and routine inventorying. Prior LEIN clearances, DOC facility orientation video training, and site sign-in/sign-out with URF are mandatory for all project personnel.
