About this file

This document is a Project Scope of Work (RFQ) for Marine Facilities Inspections issued by Beaufort County, South Carolina, seeking engineering inspection and reporting services for county-owned marine assets. The project requires comprehensive inspections of marine structures including upland facilities, parking areas, ADA compliance zones, boat ramps, boarding piers, floating docks, and fishing piers, with both above and below water examinations conducted according to ASCE and FHWA standards. The contract will have an initial 3-year term with potential 1-year renewals up to 5 years total, with initial inspections and reports to be completed within 6 months of notice to proceed. Separate reports will be required for each asset, and the contractor must develop a 5-year recurring inspection schedule with construction cost estimates for potential repairs.

The contract is structured as a lump sum agreement with no specified liquidated damages, and a pre-bid meeting is optional. The scope includes developing baseline condition reports, identifying potential repair needs, and providing pricing and scope for remediation. While major rehabilitation or replacement requiring engineering design will be procured separately, the contractor must include detailed recommendations and cost estimates. Post-event inspections may be required at the discretion of the selected consultant and county. The project aims to provide comprehensive documentation and assessment of Beaufort County's marine infrastructure to support future maintenance and improvement planning.
