About this file
This is a Project Manual for the D5 Knoxville Maintenance Garage Roof Replacement, issued by the Iowa Department of Transportation's Purchasing Section and Resources and Acquisitions Bureau. The project involves the complete removal and replacement of the existing ballasted EPDM roofing system on a DOT maintenance garage located at 300 Weiler Drive, Knoxville, Iowa 50138. The scope of work includes removing and salvaging existing ballast for reuse, removing the existing EPDM roofing and coverboard, removing and replacing wet polyisocyanurate insulation board as needed, removing and replacing metal flashings, scuppers, collector heads and downspouts, installing new 1.5-inch polyiso insulation board with 1/4-inch DensDeck coverboard, installing a new 60 mil EPDM membrane, and reinstalling the salvaged ballast. The contract is structured as a single prime contract based on stipulated price, with construction to occur while the owner continues to occupy the building. The project manual specifies that a preliminary construction schedule must be submitted within seven days of the Notice to Proceed, with a complete schedule due within 14 days of preliminary review. Progress meetings are required at maximum bi-weekly intervals, and daily progress photographs must be submitted at least weekly. The roofing system carries a 20-year manufacturer's material and labor warranty covering wind conditions up to 72 mph.
Payment for the work will be based on actual measurements and quantities of work incorporated and accepted by the Owner Project Manager, multiplied by the unit price. A unit price is specified for removal and replacement of existing wet polyisocyanurate insulation board discovered during removal. The specifications reference acceptance of products only from specified manufacturers including Carlisle Roofing Systems, Firestone Building Products, GenFlex Roofing Systems, Johns Manville, and Versico Roofing Systems for the EPDM membrane, with substitutions allowed through formal request procedures. Ballast materials consist of salvaged aggregate from the existing roof plus new No. 4 aggregate for field areas, with precast concrete pavers weighing minimum 22 pounds per square foot in corner and perimeter zones. The project manual requires manufacturer field representation during installation to verify compliance with warranty requirements, and an 11-month inspection must be conducted jointly by the contractor and Iowa DOT to document any items covered under the one-year warranty that require correction.

A. Definition: A request seeking one of the following:
1. An interpretation, amplification, or clarification of some requirement of Contract Documents arising from inability to determine from them the exact material, process, or system to be installed; or when the elements of construction are required to occupy the same space (interference); or when an item of work is described differently at more than one place in Contract Documents.
2. A resolution to an issue which has arisen due to field conditions and affects design intent.
B. Preparation: Prepare an RFI immediately upon discovery of a need for interpretation of

1. Prepare a separate RFI for each specific item.
2. Prepare in a format and with content acceptable to Owner.
a. Use AIA G716 - Request for Information .
C. Reason for the RFI: Prior to initiation of an RFI, carefully study all Contract Documents to confirm that information sufficient for their interpretation is definitely not included.

D. Content: Include identifiers necessary for tracking the status of each RFI, and information necessary to provide an actionable response.
E. Attachments: Include sketches, coordination drawings, descriptions, photos, submittals, and other information necessary to substantiate the reason for the request.
F. RFI Log: Prepare and maintain a tabular log of RFIs for the duration of the project.

If in Contractor's belief it is likely to lead to a change to Contract Sum or Contract Time, promptly issue a notice to this effect, and follow up with an appropriate Change Order request to Owner.
1. Response may include a request for additional information, in which case the original RFI will be deemed as having been answered, and an amended one is to be issued forthwith.
