About this file
This is a Project Manual specification document from the State of California Department of General Services for the Department of State Hospitals, detailing comprehensive requirements for replacing Water Tank #1 at DSH-Metropolitan in Norwalk, Los Angeles County. The project, identified as JCCA #22792-4, encompasses the complete replacement of the existing water tank and associated systems, including demolition of the current tank, construction of a new welded steel ground-mounted potable water storage tank with a minimum capacity of 1,000,000 gallons, and installation of related mechanical, electrical, plumbing, and control systems. The 100% revised submittal dated December 24, 2025, prepared by J.C. Chang & Associates, Inc., specifies detailed requirements across multiple divisions including concrete work, high-performance coatings, plumbing systems with domestic water piping and booster pumps, HVAC level instruments, electrical power systems, communications pathways, earthwork, and process integration equipment such as amperometric chlorine analyzers and chemical metering systems. The specifications reference numerous industry standards including AWWA, ASME, IEEE, IES, NFPA, and UL standards, with requirements for field testing, quality control, commissioning, and comprehensive operation and maintenance documentation.
The specifications establish rigorous performance requirements for all materials and components, mandating compliance with NSF 61 and NSF 372 standards for drinking water system components and requiring third-party certification by ANSI-accredited testing bodies to ensure lead content at wetted surfaces does not exceed 0.25 percent. Multiple sections address seismic design requirements according to ASCE/SEI 7, thermal movements, and environmental protection standards appropriate for the Southern California location. The project includes detailed requirements for temporary construction controls, erosion and sediment management, utility coordination, inspection and testing protocols, and manufacturer field service support. Submittal requirements specify that product data, shop drawings, field quality control reports, and operation and maintenance data be provided for all major systems, with identified manufacturers and approved equals for competitive bidding. The specifications mandate that contractors provide various spare parts, tools, software licenses, and training services upon project completion, with warranty periods ranging from one to five years depending on the component, and require the preparation of as-built documentation reflecting final field conditions for owner records and future operations.
