About this file
This document is a Project Labor Agreement (PLA) survey for a large-scale construction project at McGregor Range Camp, New Mexico for Fort Bliss, Texas. The U.S. Army Corps of Engineers Fort Worth District is seeking comments from the construction community regarding the potential use of Project Labor Agreements for a $35+ million project to construct four collective training barracks totaling 137,208 square feet. The project will include barracks buildings, a fire pump building, overhead protection, building information systems, fire protection, video surveillance, cybersecurity measures, and supporting site infrastructure.
The document invites construction firms to provide detailed feedback by 2:00 p.m. on 30 June 2025, specifically requesting information about local PLA experiences, skilled labor availability, scheduling requirements, and potential advantages or disadvantages of using a Project Labor Agreement. Interested firms are asked to submit their responses via email to the Contract Specialist Kristi Morris and Contracting Officer Matthew Dickson, and to provide additional context about their recent project experiences, including project details, costs, completion timelines, craft trades involved, and any challenges encountered.

Project Labor Agreement:
A Project Labor Agreement (PLA) is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) 22.503 Policy provides that:
(a) Executive Order 14063, Use of PLA’s for Federal Construction Projects, requires agencies to use project labor agreements in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects.
(b) When awarding a contract in connection with a large-scale construction project (see 22.502), agencies shall require use of project labor agreements for contractors and subcontractors engaged in construction on the project, unless an exception at 22.504(d) applies.
Refer also to FAR 52.222-33 Notice of Requirement for Project Labor Agreement and FAR 52.222-34 Project Labor Agreement.
The construction community is invited to comment on the use of PLAs pertaining to this project.
