About this file

This document is a Project Labor Agreement (PLA) attachment for a federal construction project, specifically for a Flight Simulator Facility at Dyess Air Force Base. The document provides guidance and a questionnaire for construction firms to comment on the potential use of a Project Labor Agreement, which is a pre-hire collective bargaining agreement mandated by Executive Order 14063 for large-scale federal construction projects.

The questionnaire seeks detailed input from construction firms on local PLA experiences, skilled labor availability, project scheduling considerations, and potential benefits or drawbacks of using a PLA. Firms are asked to provide information about their past projects, including project name, location, cost estimates, completion timelines, number of craft trades, and challenges experienced. The document is part of a sources sought notice for a construction project valued between $25-100 million, with an anticipated solicitation in September 2026 and proposal due date in November 2026, managed by the U.S. Army Corps of Engineers - Fort Worth District.

Project Labor Agreement:

A Project Labor Agreement (PLA) is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). Federal Acquisition Regulation (FAR) 22.503 Policy provides that:

(a) Executive Order 14063, Use of PLA’s for Federal Construction Projects, requires agencies to use project labor agreements in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects.

(b) When awarding a contract in connection with a large-scale construction project (see 22.502), agencies shall require use of project labor agreements for contractors and subcontractors engaged in construction on the project, unless an exception at 22.504(d) applies.

Refer also to FAR 52.222-33 Notice of Requirement for Project Labor Agreement and FAR 52.222-34 Project Labor Agreement.

The construction community is invited to comment on the use of PLAs pertaining to this project.
