4. LEVEL OF CARE
A. Special Needs Shelters (SpNS), known as Medically Dependent Evacuation Centers (MDEC) in Sarasota County, are designed to offer a higher level of care than that available at General Population Shelters, primarily to individuals who have medical conditions that require a degree of monitoring and assistance but do not necessitate the complete services provided by a hospital or long-term care facility. It’s important to note that while the care provided exceeds basic first aid, SpNS/MDECs are not equipped to function as a full medical care facility.
B. At a SpNS/MDEC, trained nurses and shelter staff are on hand to offer basic supportive care to medically dependent persons. This includes assistance with activities of daily living for those who may need help due to their medical conditions. The goal is to create an environment that, to the greatest extent possible under disaster or emergency response, helps sustain the shelter client’s level of health and ensures their safety.
C. While in the MDEC, the medically dependent person’s caregiver should be present and take primary responsibility for assisting the client with their daily living activities. It is crucial to understand that the level of care provided at a SpNS/MDEC does not match those available in a hospital setting, long-term care facility, or at home. The intention is to fill a critical need for those who require more assistance than can be provided in a General Population Shelter but whose medical needs do not warrant hospitalization.
i. Appropriately licensed Team member shall write prescriptions deemed medically necessary for citizens staying at the shelter.
D. The County will provide all medical-related items, equipment and storage.
5. ASSIGNMENT OF WORK
A. Service requests will be dispatched by the County by means of a telephone call or email, and a work order number will be issued. Contractor shall verbally respond to each request for Standard service within eight (8) hours of initial notification.
B. Work order number must be referenced on all correspondence, including invoicing.
C. Requests for Team(s) will be assigned to the Contractor best able to meet the need and timeline, in the sole opinion of the County.
Revised 10/07/20 Part II - Page 4 of 5

B. Teams shall check-in as a complete unit. Contractor is responsible to coordinate mobilization and arrival. Individual check-in for contracted medical support Team will not be accepted.

D. The County may request additional Teams from any vendor if the need arises.
7. LODGING AND TRANSPORTATION DURING ACTIVATION
A. Off-site lodging is acceptable for Contractor personnel, if available.
B. Lodging and rental cars shall be the responsibility of the Contractor.
C. Team shall arrange for transportation to and from the shelter.
8. ALLOWABLE COSTS AND INVOICING
A. Mobilization / Demobilization

Revised 10/07/20 Part II - Page 5 of 5
