About this file
This is a federal compliance certification document required by Graceville City for the Special Inspections for Eastside Bus Transfer Facility project, a federally assisted procurement in Alachua County, Florida. The document mandates bidder acknowledgment of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232, Section 889), which prohibits the procurement of certain "covered telecommunications equipment or services" in federally funded procurements. Bidders and proposers must complete, sign, and submit the certification form with their proposals by the July 29, 2026 submission deadline. Failure to submit this completed certification will result in automatic disqualification from the bidding process.
The certification requires each bidding firm to represent and warrant that it has conducted a due diligence review of its supply chain and confirms that no covered telecommunications equipment or services, as defined in the Act, will be provided to the Agency in a manner that would violate the federal prohibition. The document includes signature and date fields for company representatives and serves as a mandatory federal compliance requirement alongside other certifications including debarment certification, drug-free workplace attestation, and contractor responsibility certification. This certification is non-waivable and constitutes a material term of the solicitation.

PROHIBITION ON CERTAIN TELECOMMUNICATIONS AND
VIDEO SURVEILLANCE SERVICES OR EQUIPMENT
BIDDER/PROPOSER hereby acknowledges that the John S. McCain National Defense Authorization Act for Fiscal Year 2019, Pub. L. 115232, § 889 (Aug. 13, 2018) (the Act) prohibits the Agency from procuring certain “covered telecommunications equipment or services,” as defined in the Act, in federally assisted procurements and that the instant procurement is a federally assisted procurement subject to that prohibition. BIDDER represents and warrants that it has performed a due diligence review of its supply chain and that no such “covered telecommunications equipment or services” shall be provided to the Agency that would cause the Agency to be in violation of the prohibition contained in the Act.
