The purpose of the SOQ is to demonstrate the qualifications, experience, competence and capacity of the Proposer to design and construct the Project described in this RFQ. The successful Proposer will be expected to execute the progressive design-build contract (“Contract”) included with this RFQ. Any capitalized term herein not defined, shall have the meaning set forth in the General Conditions of the Contract.

1. GENERAL DESCRIPTION OF THE PROJECT.

This Project is for the design and construction of the Lake Jennings Campground & Public Access Recreation Amenity Improvements, with a total cost not to exceed $9,705,000. The Project is located at the existing Lake Jennings Campground in Lakeside, CA. A detailed project background and summary is included in Attachment 2 of the Contract.

The project objective is to improve existing campsites and to develop some additional new sites, improve new recreation amenities, and replace infrastructure, including water, sewer, and electrical services and campsite hookups. Paving replacement throughout the campground and entry road repairs are also included in the Project. Building improvements to the restroom facilities and the laundry room and campsite furnishings are excluded from the Scope of Services, as the District will self-perform any necessary work and furnish the items.

Aspects that the District is interested in further developing includes, but are not limited to, the following:

1.1 Infrastructure.

• Campsite grading for improved access

• Electrical utility infrastructure, including repairs and/or replacements, and capacity for future expansion of additional sites

2. SCOPE OF SERVICES.

2.1 Summary of Services.

The Project includes two phases: (1) preconstruction design phase services (“Phase 1”); and (2) final design services and construction services to complete the Project (“Phase 2”), each of which are more fully described in the Contract Documents.

The Phase 1 Services includes, among other things, preliminary design, review and validation of existing design documents, any potential redesign of existing design documents, constructability reviews, value engineering, cost estimating, project scheduling, permitting, and construction packages. The extent of the Phase 1 Services are defined in more detail in Attachment 2 to the Contract.

The selected Proposer shall perform the Phase 1 Services consistent with the requirements of this RFQ and the Contract Documents, during or after which Proposer shall propose to the District a Guaranteed Maximum Price (“GMP”) to construct the Project and, if accepted by the District, the parties will enter into an amendment to the Contract for Proposer’s performance of Phase 2 Services. However, the District does not guarantee proceeding with Phase 2. The District will assume ownership of the work product, including the design, from Phase 1 and may use the work product to complete Phase 2 if negotiations between the District and Proposer for Phase 2 are not successful.

2.2 Public Works Prevailing Wage and Contractor Registration.

Certain labor categories under this Project may be subject to prevailing wages as identified in the State of California Labor Code commencing at sections 1720 et seq. and 1770 et seq. If applicable, employees working in these categories at the site must be paid not less than the basic hourly rates of pay and fringe benefits established by the California Department of Industrial Relations (“DIR”). Copies of the State of California wage schedules are available for review at www.dir.ca.gov/dlsr/. In addition, a copy of the prevailing rate of per diem wages will be made available at the District’s office upon request. The successful Proposer shall post a copy of the prevailing wage rates at each job site. Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the DIR. No SOQ will be accepted nor any contract entered into without proof of the Proposer’s and subcontractors’ current registration with the DIR to perform public work. If awarded a contract, Proposer and its subcontractors shall maintain active registration with the DIR for the duration of the Project. The Contract awarded pursuant to this RFQ is subject to compliance monitoring and enforcement by the DIR.

Each SOQ will be evaluated to determine its relative strengths, weaknesses, merits, and benefits. This evaluation will include the degree to which each SOQ achieves the design goals and objectives established in the RFQ, conformance to established mandatory criteria, and the degree to which minimum performance criteria are exceeded by the SOQ. Adherence to mandatory criteria will be evaluated first and only those SOQs meeting all mandatory criteria will be evaluated further. The evaluation process includes the evaluation of both quantitative and qualitative types of criteria.

During the SOQ evaluation period, the District may request clarification or additional information on a SOQ from any Proposer. Any issues requiring clarification will be addressed by the District as written questions and transmitted to the appropriate Proposer. Proposer will respond to the District in writing.

Verbal responses will not be permitted. In any written response to requests for clarification from the District, the Proposer will not be allowed to modify or amend its SOQ in any substantive way. The District will consider the information included in any written clarifications requested by the District.
