Summary

This Addendum #3 to Invitation for Bids (IFB) #012026-319 issued by Piedmont Triad Regional Council (PTRC) for the North Asheboro Park Stream Restoration project provides clarifications and responses to contractor questions regarding professional construction services in Randolph County, North Carolina. The project encompasses stormwater infrastructure implementation and stream restoration, including three pocket wetlands, three water quality swales, two cisterns, stormwater outfall stabilization, a vernal pool, tributary enhancement, and wetland area enhancement. The stream restoration will address 700 linear feet of Hasketts Creek featuring riffle and pool construction, stone and boulder toe installation, vegetated geolifts, a cross-vane feature, and a 50-foot riparian buffer establishment. The final bid due date was extended to Friday, May 15th, 2026 at 12:00 Noon. All required permits, including the Erosion and Sediment Control Permit and Certificate of Plan Approval, have been obtained by the public entity; the Certificate of Coverage will be acquired by the Town and Engineer following finalized project timeline. The contract specifies that all bidding will be lump sum with unit prices provided only for comparison purposes, and any scope changes will require change orders rather than unit price adjustments. The project end date is June 2027 and includes planting activities.

The project is funded by two grants totaling $580,000 ($305,000 and $275,000), which includes costs for project administration and design. The contractor must be licensed as a General Contractor in North Carolina with appropriate specialty licenses for subcontractors. Insurance requirements include Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 general aggregate, Worker's Compensation and Employer's Liability coverage of $1,000,000, Automobile Liability of $2,000,000, Umbrella coverage of $1,000,000, and Professional Liability of $1,000,000, with the City of Asheboro listed as additional insured on all policies except workers' compensation. The contractor is responsible for verifying all quantities, obtaining necessary materials and certifications, managing erosion control measures, and ensuring project completion within specified schedule and quality standards. Work is restricted to 7:00 a.m. to 5:00 p.m. Monday through Friday unless written approval is obtained from the Project Engineer, and park interruptions must be minimized. All work must comply with Duke Energy easement requirements, including maintaining 25-foot distances from electrical structures and ensuring underground facilities can support 80,000-pound equipment loads.

IFB# 012026-319

May 8th 2026

ADDENDUM #3

The intent of this addendum is to provide additional information to include responses to submitted questions as well as provide attention to any changes.

ATTENTION: Please print, sign and attach addenda (1, 2, and 3) with your submitted bid application

Final Extension: BIDS DUE Friday May 15th at 12:00 Noon

Q: Are there existing survey control points?

A: No

Q: Are there any permits the contractor is responsible for obtaining? Who's responsible for obtaining the E&SC Permit and COC?

A: All required permits have been obtained. Certificate of Plan Approval has been obtained, and COC will be acquired by the Town and Engineer once project timeline has been finalized.

Q: Is there any flow data (CFM) available for Hasketts Creek?

A: There are no actively monitored stream gauges on Hasketts Creek. The watershed is 3 sq miles. Engineer’s estimate the baseflow is 3 cfs - 5 cfs.

Q: Can you provide the bid sheet in Excel format?

A: Feel free to make your own- similar to what is provided on bid doc.

Q: The construction specifications state that the engineer reserves the right to add or delete quantities at any time without adjustment to the unit price. Since all units are listed on the bid form as lump sum, it would seem this doesn't apply to this project, and that a change order would be required for any adjustments. Please confirm.

A: Confirmed. This specification is meant for unit prices and will not be applicable to this lump sum award. A change order would be required if there are changes in the scope of the project.

Q: Where are the riparian buffer barrier boulders captured in the bid form? What size are these boulders?

A: The boulders were captured in the engineering estimate of boulders on the bid form. These are small boulders. All quantity estimates are provided as a convenience, but the contractor is responsible for verifying estimates.

Q: Can pelletized calcidic lime be applied instead of agricultural lime, and at a rate of 200- 250 lbs/ac?

A: Yes

Q: Please provide a detail for the concrete pad under the cisterns.

A: No additional rebar reinforcement is required for the concrete pads. Concrete pads will be 0.5 ft deep and have a square shape offset 0.5 ft from the diameter of the cistern. This item and methods may be field adjusted between the contractor and engineer as needed.

Q: Will unit prices be used for change orders if actual quantities vary from engineer estimates?

A: Engineer estimates are provided as a convenience for each line item. The contractor is responsible for verifying quantities and providing a lump sum bid that would cover the execution of each line item. Change orders will only be issued for changes to the design that are outside the current scope and will be negotiated separately.

Q: Is it acceptable to submit a narrative to detail clarifications and assumptions made by the contractor to aid in selection process? Or would this be grounds for disqualification?

A: An additional paragraph or two are fine just as long as you do not exceed the page limit.

Q: Is there anywhere recommended by the City of Asheboro that needs fill dirt?

A: TBD- once project starts

Q: Is the HDPE pipe for the Pocket Wetland Outlet Culvert expected to be smooth or corrugated?

A: HDPE pipe for pocket wetland outlet culverts should be smooth walled. 6” PVC piping would also be acceptable.

Q: Vegetation Removal is suppose to include invasive species removal but states that this cannot be done by mechanical methods, can this be changed?

a. Should additional invasive species treatments be considered in the plantings?

A: Mechanical methods are acceptable, but without the use of heavy machinery or grading. Mowing/Tilling would be fine. There are no requirements for additional invasive species treatments.

Q: Will there be additional costs (incidental to excavation) for supervision from the power company while working within their buffers?

A: Please review the LONO document to understand the limitations for work and safety requirements for working within the buffer and around electrical lines. There will be no additional cost for supervision from Duke Energy during construction. If desired, a pre-construction meeting can be scheduled with the Duke Energy representative.

Q: Wetland cells are typically left considerably rough, with variance greater than the +/-0.1, is this acceptable?

A: Micro topography across wetland bottoms that exceeds the 0.1ft variance will be acceptable. Outlet elevations, tops of berms, and spillways will be required to meet the +/- 0.1ft variance limit. The Project Engineers anticipate being on-site to assist with this process.

Q: Dewatering of the site due to ponding, specification page 21, paragraph A. subsection J.

can more detail be given to the extents contractor will be held?

A: This would pertain to areas outside of defined grading limits that are significantly altered by the tracking of equipment or installation of soil and erosion control measures. It is expected that these areas would be returned to pre-existing conditions. Areas that experience nuisance ponding in existing conditions that are not within defined grading limits are not within this scope and do not need to be corrected by the contractor.

Q: Concrete submittals are for precast concrete, will there be concrete submittal requirements for cast in place slabs for cisterns, i.e mix designs, testing, etc?

A: No submittals will be required for cast-in-place slabs for cisterns.

Q: Who should the bid bond be addressed to?

A: PTRC

Q: Is there flexibility with pushing the bid date back?

A: Final Extension May 15th @ 12 noon.

Q: Is there a budget for this project?

A: Two grants have been awarded for this entire project. One in the amount of $305,000 and another for the amount of $275,000. These totals include costs for project admin and design.

Q: Who is the City of Asheboro contact for approving scheduling and park partial closures for construction?

A: Park interruptions should be minimized at most; Parks Director will be the Point of Contact. Jonathan Sermon - 336-626-1240 Ext 2803

Q: Is the bid information related to unit price or lump sum?

A: Bid amount will be one lump sum, however bid documents have a column for the quantity estimate for each item. Unit prices are for convenience and comparison purposes only.

Q: Is there priority of items within the design for wetlands or stream?

Q: Can you speak more on the abandoned sewer pipe?

A: Yes there is an abandoned pipe at approximately station 1+50. It is a concrete pipe.

Just that section of pipe within the streambed and streambank would need to be removed in order to complete required grading in this area. It is already broken within the streambed.

Q: For the abandoned pipe- is the detail 66 inch associated with that as well? Seal up the existing pipe to be removed?

A: Ends of the abandoned sanitary sewer pipe may be backfilled and compacted.

Detail 14/D4 is associated with the 66” RCP for Wetland #1.

Q: Are there any time of year restrictions for working within the stream? A bat moratorium?

Q: Contract states end date of June 2027- does that include plantings?

A: Yes

Q: There is language within the construction documents providing covered passageways for residents in the park?

A: This will not be necessary. The greenway would be shutdown with no pedestrians within the construction areas.

Q: Delivery tickets for stone. What if those tickets do not match the bid documents?

A: Construction specifications were updated to reflect this.

“The Contractor shall provide the following documentation to the Engineer.

2. Copies of the delivery tickets (“truck ticket”) or other acceptable receipts as evidence for materials received that will be incorporated into construction.”

This requirement has been removed as the project will be rewarded as a lump sum.

The contractor should still keep this documentation for their records.

Q: Can small boulders be captured in the bid document?

Q: Are you (Kris Bass Engineering) handling the As Built Survey?

A: Yes. No official As-Built is required for the project. KBE will be checking final elevations and structures placements during construction oversight.

Q: Will you release CAD to awarded contractor?

Q: Wetland outlet devices? Is there a manufactured orifice preferred?

A: Can be a hole drilled into PVC to the dimensions defined in Detail 13/D4 in the Construction Plan Set

Q: Does any excess excavation need to be hauled off site?

A: Yes, everything needs to be removed

Q: Is a performance payment required with the bid bond?

A: No- but a performance payment would be required for contracting

Q: Is a CCTV required for utilities?

A: Asheboro does not require a video survey for existing utilities. See GS-1.13 and TS-

1.6 in Construction Specifications

Q: Is the bid opening open to the public?

A: Yes, it will take place here at PTRC

NOTE: Attached is the updated Construction Specs with removed requirements for Truck Tickets and the LONO from Duke, with all requirements listed for working within the Duke Easement.
