About this file
This is a continuation sheet for a federal contract solicitation for SCBA (Self-Contained Breathing Apparatus) Fill Station and Air Compressor equipment for IMCOM (Installation Management Command) in FY 26. The document outlines detailed specifications and deliverables for a comprehensive breathing air filling system to support fire department operations.
The primary deliverable is a PE 700-VE breathing air compressor system with a delivery volume of 700 liters/minute, featuring four filling stages, three-phase 400/50 Hz power supply, and soundproofing to achieve maximum 73 dB(A) sound pressure level. The system includes a sophisticated compressor block with micronic intake filters, intercoolers, aftercoolers, oil pressure lubrication, and a load cycle counter. Control systems must feature a 3.5" TFT color display with semi-automatic or fully automatic operation, temperature and oil pressure monitoring, operating hours counter, service interval displays, password protection, logbook functions with SD card export capability, and remote control capabilities via a parallel display in a separate room. Treatment systems require filters with integrated oil and water separators complying with DIN EN 12021:2014-07 air quality standards, automatic filter saturation monitoring, and condensate drainage. The solicitation also specifies a breathing gas monitoring unit continuously monitoring CO, CO₂, O₂, humidity, and oil content with web interface capabilities, email alarm notifications, and sensor calibration options; a CO₂ absorber system with minimum 45-hour service life at 700 l/min; a B-Fill external filling bar with 4x300 bar and 2x200 bar rocker arm filling valves and six German cylinder connections; high-pressure breathing air piping systems; a 50-liter/330 bar bottle storage system with safety valves and pressure reduction stations; storage trolley for 6.8-liter breathing air cylinders; and comprehensive commissioning, testing, training for up to 6-8 personnel per TRBS 3145, and conformity assessment documentation per Pressure Equipment Directive 2014/68/EU. The contract quantity is one complete system, with pricing and total contract amount to be determined by the contractor's proposal.
