About this file
This is a USDA Commodity Requirements document for processed cereals for use in domestic programs, effective May 2026.
The document specifies commodity requirements for three processed cereal products: (1) Rolled Oats, Type II, Quick Cooking, unflavored conforming to CID A-A-20090J; (2) Wheat cereals in Type I (enriched farina) and Type III (rolled wheat) conforming to CID A-A-20108C with minimum iron enrichment of 28mg per 100g dry farina (±2%); and (3) Bulgur meeting Official United States Standards for Grain with maximum 4.0% damaged kernels and specified chemical/physical requirements including protein content minimum of 9.3%, maximum moisture of 11.5%, maximum crude fiber of 2.3%, and maximum ash of 1.8%. All wheat must be tested for vomitoxin with maximum allowable levels of 2 p.p.m. in raw wheat and 1 p.p.m. in final product, and no added sodium is permitted across all commodities. Products must maintain a minimum shelf life of one year from manufacture and cannot be manufactured more than 30 days prior to shipping.
Contractors must supply commercial brand products with established distribution history and consumer acceptance, perform quarterly product testing with results evidenced by a Certificate of Analysis (COA) maintained for a minimum of seven years, and immediately notify the Government of lots failing contract requirements. Shipping containers must display maximum safe stacking height and specify "FOR USDA FOOD DISTRIBUTION PROGRAMS" on all shipping documents. Three material codes are identified with specified packaging configurations: Wheat Farina (3,400 cases/truck, 38,250 lbs.), Rolled Oats 18oz (2,240 cases/truck, 30,240 lbs.), and Rolled Oats 42oz (1,040 cases/truck, 32,760 lbs.).
