About this file

The document is a Procedures and Guidelines manual for the Commercial Recreation and Tour Operator (CRTO) Concessionaires Permit Medallion Program issued by Sarasota County's Parks, Recreation and Natural Resources (PRNR) department. The program regulates non-motorized vessel launches at designated county parks, specifically Ted Sperling Nature Park and Turtle Beach Park. The guidelines establish comprehensive procedures for commercial operators offering kayak, paddleboard, and canoe tours and rentals, including requirements for launching, parking, tour scheduling, equipment standards, reporting, and potential permit violations. The document outlines specific site-specific rules for each park, with a maximum of 20 vessels allowed to launch simultaneously and launches scheduled approximately every 15-20 minutes.

The program aims to balance access for commercial operators and public users while protecting natural resources, with a focus on environmental stewardship and visitor experience. Commercial operators must obtain a permit medallion, maintain up-to-date employee lists, provide safety briefings to customers, and adhere to strict guidelines about vessel staging, cleaning, and interaction with the natural environment. The document specifies consequences for violations, including progressive disciplinary actions ranging from notifications to potential permit suspension or termination. Operators are required to provide appropriate safety equipment, brand their vessels, and follow specific parking and launch protocols at each designated site.
