About this file

This is a Request for Information (RFI) issued by the Defense Logistics Agency (DLA) Medical, Philadelphia on September 30, 2026, to conduct market research on Domestic Procedure Masks product lines. The RFI seeks to identify vendors capable of supplying procedure masks that qualify as "Domestic End Products" under DFARS 225.003, meaning at least 65 percent of the component costs must be from U.S. sources or components mined, produced, or manufactured in the United States. Responses are due by October 15, 2026, and should be directed to Thomas.Drew@dla.mil and Joanmarie.Grace@dla.mil.

Vendors must provide completed spreadsheets detailing their procedure mask product lines with commercial part numbers and component breakdowns to verify domestic content compliance. Key requirements include: submission of a manufacturer's letter of commitment if the vendor is not the manufacturer; company size classification under NAICS code 339113; ability to supply estimated quantities within 60 days of contract award; and preferred contract term preferences. DLA anticipates establishing a one-year base period contract plus four one-year option periods to ensure product continuity. The RFI explicitly states this is for information and planning purposes only with no guarantee a solicitation will be issued, and responses are not binding offers. All responses marked as proprietary will be handled accordingly under FAR 15.201(e).

Request for Information To Whom It May Concern:

Company Name: _________________________ The Defense Logistics Agency (DLA) is conducting market research to identify sources of Domestic Procedure Masks product lines. At this time, DLA is seeking to collect information. There is no guarantee that a solicitation will be issued or that any future solicitation would include all of the products attached to this questionnaire. DLA understands that Procedure Masks can be manufactured with components from various countries. This market research seeks information to assess whether procurement opportunities for Domestic End Products of these items are either currently available or are possible which would fully qualify as ‘Domestic End Product’ under DFARS 225.003.

Specifically, DLA is seeking to identify Procedure Masks that are manufactured in the U.S., as defined in DFARS 225.003 –

Domestic End Product means the cost of its qualifying country components and its components that are mined, produced, or manufactured in the United States exceeds 65 percent of the cost of all its components. Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. The cost of components includes transportation costs to the place of incorporation into the end product and U.S. duty (whether or not a duty-free entry certificate is issued). Components of unknown origin are treated as foreign. Scrap generated, collected, and prepared for processing in the United States is considered domestic. A component is considered to have been mined, produced, or manufactured in the United States (regardless of its source in fact) if the end product in which it is incorporated is manufactured in the United States; or The end product is a COTS item;

COTS as defined in DFARS 225.003 - Commercially available off-the-shelf (COTS) items Component as defined in DFARS 225.003 – Component means an article, material, or supply incorporated directly into an end product.

Cost of Components as defined in DFARS 225— For components purchased by the contractor, the acquisition cost, including transportation costs to the place of incorporation into the end product or construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or

For components manufactured by the contractor, all costs associated with the manufacture of the component, including transportation costs as described in [the paragraph above], plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the end product.

Please complete all columns for verification of whether the Procedure Mask product line(s) qualify as Domestic End Products, consistent with DFARS 225.003 definition provided above. Please provide any additional information about your company’s product or your company’s understanding of the market conditions/availability of the product in general in the comments’ column. See the definitions tab of the spreadsheet for further information about each category.

Please also provide a response to the following:

1. Is your Company able to meet the following minimum requirements:

a. Vendors shall provide a list of their Procedure Masks and corresponding accessories indicating the commercial part number. The component breakdown is required as well to help confirm the product line(s) meet the aforementioned definition of Domestic End Product.

b. If the vendor is not the manufacturer of the items, the vendor shall submit a letter of commitment from the manufacturer which will ensure the vendor as a source of supply sufficient to satisfy the Government's requirements for the contract period. As noted, this may include that each-made offeror will maintain at least six months of stock for each awarded part number.

Name of Manufacturer: _________________

Would you be able to provide a letter of commitment from the manufacturer that your company is interested in providing? _____________

c. Under NAICS code 339113, is your company size (check one):

2. Please explain below what length of contract your company would be interested in. DLA anticipates establishing a contract with one-year base period plus four one-year option periods, which provide our customers with continuity and consistency of product by allowing long-term purchases of your product.

3. If an award were to be made based on the above requirements, would your company be able to begin supplying the product in the estimated quantities (Attachment 1) within 60 days of the contract award date? If not, please provide an estimated timeframe to prepare, providing any relevant details.

4. If your company is uninterested or incapable of participating, please respond and provide as much background information as possible. This aids our market research for future procurements.
