About this file

This is a Request for Information (RFI) issued by the National Science Foundation (NSF) through its Office of the Chief Human Capital Officer seeking vendor capabilities for administering a Flexible Spending Account (FSA) program for approximately 1,300 employees.

NSF is gathering market research to understand industry capabilities, best practices, and acquisition strategies for FSA administration services that will provide reliable program administration, regulatory compliance, responsive customer service, and user-friendly tools for enrollment, claims processing, and account management. Interested vendors must provide responses not exceeding two single-spaced pages addressing seven specific questions: established best practices and innovations for government procurement; information required to prepare an accurate proposal; evaluation criteria beyond price; common challenges in providing FSA administration services to federal or similarly regulated organizations; factors influencing proposal submission; availability of services through existing contract vehicles such as GSA Schedules or Indefinite Delivery/Indefinite Quantity contracts; and company Unique Entity Identifier (UEI) and business size classification. This RFI is intended to inform NSF's development of a future solicitation and does not constitute a commitment to procure services or request for binding proposals.

Problem Statement

The National Science Foundation (NSF), through its Office of the Chief Human Capital Officer, manages a portfolio of employee benefits and work/life programs intended to attract, support, and retain highly qualified scientific, technical, and administrative staff. As part of this portfolio, NSF offers a Flexible Spending Account (FSA) program that allows employees to set aside pre-tax funds for eligible health care and dependent care expenses.

NSF is seeking information from qualified vendors capable of administering its FSA program for approximately 1,300 employees. The agency is interested in solutions that provide reliable program administration, regulatory compliance, responsive customer service, and user-friendly tools for enrollment, claims processing, and account management. Information gathered through this Request for Information (RFI) will help NSF better understand industry capabilities, best practices, and potential acquisition strategies for these services. NSF requests that interested vendors provide responses (not to exceed two single-spaced pages total) to the following questions:

1. Best Practices and Innovations In your experience, are there established best practices or innovations the Government should consider when procuring these services?

2. Information Needed for Proposal Development If your company were to submit a proposal, what information would be required to prepare an accurate and complete proposal?

3. Evaluation Criteria What evaluation criteria, beyond price, should the Government consider when evaluating proposals for FSA administration services?

4. Common Challenges Please describe common challenges encountered when providing FSA administration services, particularly for federal or similarly regulated organizations.

5. Factors Influencing Proposal Submission What factors would make your company more or less likely to submit a proposal for these services?

6. Contract Vehicles Does your company offer these services through an existing contract vehicle (e.g., GSA Schedule, Governmentwide Acquisition Contract, or Indefinite Delivery/Indefinite Quantity contract)?

7. Company Information Please provide your company’s Unique Entity Identifier (UEI) and business size classification.
