About this file

This is a Request for Information (RFI) from the National Science Foundation (NSF) seeking vendor input on Flexible Spending Account (FSA) program administration services.

NSF's Office of the Chief Human Capital Officer manages employee benefits and work/life programs designed to attract, support, and retain qualified scientific, technical, and administrative staff. The agency currently offers an FSA program for approximately 1,300 employees that allows participants to set aside pre-tax funds for eligible health care and dependent care expenses. NSF seeks information from qualified vendors capable of administering this FSA program with reliable program administration, regulatory compliance, responsive customer service, and user-friendly tools for enrollment, claims processing, and account management. Interested vendors are requested to provide responses not exceeding two single-spaced pages addressing seven specific questions: (1) best practices and innovations the government should consider; (2) information required to prepare an accurate proposal; (3) evaluation criteria beyond price; (4) common challenges in FSA administration for federal or similarly regulated organizations; (5) factors influencing proposal submission likelihood; (6) availability of services through existing contract vehicles such as GSA Schedule or Governmentwide Acquisition Contracts; and (7) the vendor's Unique Entity Identifier (UEI) and business size classification. This RFI is intended to help NSF better understand industry capabilities, best practices, and potential acquisition strategies for these services prior to formal solicitation.

Problem Statement

The National Science Foundation (NSF), through its Office of the Chief Human Capital Officer, manages a portfolio of employee benefits and work/life programs intended to attract, support, and retain highly qualified scientific, technical, and administrative staff. As part of this portfolio, NSF offers a Flexible Spending Account (FSA) program that allows employees to set aside pre-tax funds for eligible health care and dependent care expenses.

NSF is seeking information from qualified vendors capable of administering its FSA program for approximately 1,300 employees. The agency is interested in solutions that provide reliable program administration, regulatory compliance, responsive customer service, and user-friendly tools for enrollment, claims processing, and account management. Information gathered through this Request for Information (RFI) will help NSF better understand industry capabilities, best practices, and potential acquisition strategies for these services. NSF requests that interested vendors provide responses (not to exceed two single-spaced pages total) to the following questions:

1. Best Practices and Innovations In your experience, are there established best practices or innovations the Government should consider when procuring these services?

2. Information Needed for Proposal Development If your company were to submit a proposal, what information would be required to prepare an accurate and complete proposal?

3. Evaluation Criteria What evaluation criteria, beyond price, should the Government consider when evaluating proposals for FSA administration services?

4. Common Challenges Please describe common challenges encountered when providing FSA administration services, particularly for federal or similarly regulated organizations.

5. Factors Influencing Proposal Submission What factors would make your company more or less likely to submit a proposal for these services?

6. Contract Vehicles Does your company offer these services through an existing contract vehicle (e.g., GSA Schedule, Governmentwide Acquisition Contract, or Indefinite Delivery/Indefinite Quantity contract)?

7. Company Information Please provide your company’s Unique Entity Identifier (UEI) and business size classification.
