About this file

This document is a Problem Statement that outlines the requirements for an innovative fuel storage solution sought by the 378th Expeditionary Logistics Readiness Squadron's Fuels Flight. The key requirements include:

Mitigating the challenging Saudi Arabian climate, reducing maintenance needs, using modular/mobile construction, lasting at least 8 years, storing a minimum of 100,000 gallons, and reducing manpower for construction and repairs. The solution must meet USAF fuel bladder standards, be compatible with existing USAF equipment, and have 100% fuel containment.

This Problem Statement is associated with a Special Notice for the Prince Sultan Air Base Commercial Solutions Opening (CSO) solicitation FA4911-24-S-C001, issued by the Department of the Air Force's Air Combat Command. The 378th ELRS/POL is seeking technological solutions to address the service's petroleum storage capacity requirements in various host nation environments.

Text version

Problem Statement: The 378th ELRS/POL seeks an innova ve solu on for their fuel storage capabili es.

Specifically, ELRS is reques ng technological solu ons to the following issues:

1. Mi ga on of Saudi Arabian Climate: Innova ve solu ons should mi gate weather hazards due to the Saudi Arabian environment (sun, sand, humidity, wind, etc.).

2. Maintenance Reduc on: Innova ve solu ons should mi gate or eliminate the need for patching and repair of their fuel storage solu on.

3. Lack Modularity: Innova ve solu ons should be able to be built only using minimal tools/equipment provided with the system sufficient to construct the solu on without any heavy material handling equipment or require the use of a forkli above a 10K.

4. Mobile: Innova ve solu ons should be able to be constructed and deconstructed several mes over the life me of the solu on.

5. Longevity: Innova ve solu ons should last beyond 8 years before needing to be replaced.

6. Capacity: Innova ve solu ons should be able to store a minimum of 100,000 gallons in a single solu on.

7. Manpower: Innova ve solu ons should reduce man-power needs in the form of ini al construc on and/or any repairs necessary due to normal wear and tear.

8. USAF Standards:

a. If fuel bladders are used as part of the solu on, they should meet the USAF fuel bladder standards for storing fuel (compliant with MIL-PRF-32233).

b. All solu ons will need to be compa ble with the following:

i. Camlocks must be compa ble with exis ng F.O.R.C.E. package u lized by the

USAF.

c. All solu ons must have a 100% fuel containment system in the event of a spill.
