About this file

This is a sole source justification document for the Missouri Department of Transportation related to the procurement of above ground storm shelters. The department has determined that Pro Storm Shelters is the only qualified source capable of providing 16-person prefabricated above ground storm shelters that meet or exceed all relevant national standards, including FEMA 320, FEMA 361, ICC requirements, and NSSA guidelines. The contract period extends from Notice of Award through one year with one optional one-year renewal available.

The documentation establishes Pro Storm Shelters as a sole source provider, eliminating competitive bidding for this procurement. No specific pricing information, set-asides, funding amounts, or additional procurement details are included in the sole source justification file. The exclusive sourcing determination is based on the specialized technical requirements and performance standards that only Pro Storm Shelters can fulfill.

To Whom It May Concern, Pro Storm Shelter respectfully submits this letter to document and justify our status as a sole‑source provider for the storm shelter solution referenced by your organization. Our product line incorporates several proprietary construction techniques and anchoring technologies that are not available from any other manufacturer. These unique features are integral to the performance, reliability, and safety standards required for severe weather protection in both residential and commercial environments.

Uniqueness in Construction Pro Storm Shelter designs and manufactures storm shelters using a specialized, fully engineered composite and steel‑reinforced system that is exclusive to our company. Key aspects include:

• Monolithic composite structure: Our shelters are fabricated as a single-piece reinforced unit, eliminating seams and weld points found in conventional models. This construction approach significantly increases impact resistance and ensures long‑term structural integrity.

• Proprietary reinforcement patterning: The internal steel mesh layout and composite layering are engineered to distribute load and energy absorption evenly, exceeding FEMA and ICC‑500 standards.

These methods are patented and not licensed to any other manufacturer.

• Corrosion‑resistant composite shell: Designed for long service life, our shelters use a unique composite formula resistant to soil moisture, chemical exposure, and temperature-induced degradation.

Uniqueness in Anchoring System Our anchoring system is a primary differentiator, and a key reason Pro Storm Shelter qualifies as a sole‑source provider.

• Exclusive multi‑point anchoring assembly: Pro Storm Shelter uses a proprietary multi‑directional anchoring system designed to work with a variety of soil types. This system integrates deep‑set anchors with lateral stabilization plates, ensuring the shelter remains secure even under extreme load and uplift conditions.

• Engineered for minimal site disruption: Installation requires no secondary concrete pads or external bracing systems, reducing cost, installation time, and environmental disturbance. Competitor systems depend on traditional slab‑based anchoring, which cannot match the stability or adaptability of our design.

• Validated through third‑party testing: Our anchoring technology has undergone independent engineering analysis and field testing that verifies unmatched performance during high‑wind and tornado‑impact scenarios.

Because these construction elements and anchoring systems are proprietary—covered by patents and protected intellectual property—no alternate supplier can offer a shelter that meets the same specifications, performance capabilities, or installation requirements.

For these reasons, Pro Storm Shelter is the sole manufacturer capable of supplying the product mailto:Joseph.Moore@modot.mo.gov mailto:Melissa.Harbian@modot.mo.gov mailto:Joshua.Yeager@modot.mo.gov described, and no other vendor can provide an equivalent alternative.

If additional documentation, testing data, or technical specifications are required, we will gladly provide them.

Sincerely, Kayla Self Pro Storm Shelter
