DEPARTMENT OF THE NAVY

OFFICE OF NAVAL RESEARCH

875 NORTH RANDOLPH STREET

SUITE 1425

ARLINGTON, VA 22203-1995

Successful performance of this requirement necessitates detailed knowledge of Unison’s UA software, ONR’s business processes, and ONR’s unique configuration and implementation of UA.

Unison is the only source that can provide this combination of knowledge as well as the software licenses and maintenance. Additionally, Unison is the only source with detailed knowledge and early access to the latest release of the UA software that will be deployed during the period of performance of this action.

Unison is the exclusive distributor for UA software licenses and maintenance. ONR’s UA system is currently targeted as a legacy system and is scheduled for decommissioning during the projected timeframe of Quarter 4 FY21 thru Quarter 3 FY22.

6. Description of Efforts to Ensure Other Potential Sources Were Sought.

A Notice of Intent to Award a Sole Source was posted on fbo.gov on 23 October 2019. In addition, a Sources Sought notice was previously posted to GSA Schedule 70 in July 2019. To Date, the responses received to these notices are discussed in the Market Research section below. Any additional responses received will be considered before a solicitation is issued.

7. Determination of Fair and Reasonable Cost.

The Government will use various cost and/or price analysis techniques, including comparison of pricing obtained through market research for the same or similar items, to determine that the anticipated cost to the Government will be fair and reasonable.

8. Description of Market Research.

Unison is the exclusive distributor for UA software licenses and maintenance. Only one vendor other than Unison, Strategic Technology Institute (STI), responded to the GSA Sources Sought with a capability statement, which was determined insufficient to demonstrate that STI could perform the full scope of the required effort. Several other vendors (Calloway and Associates, Inc., Technical Communities, Inc., R&K Solutions, Inc., Environmental Systems Research Institute, Inc., Raveon Technologies Corporation, Eagle TG, LLC and Statacorp LLC) also responded but indicated that they are unable to meet the requirements due to the specific nature of the tasks required in the PWS. Unison remains the only vendor with the expertise required in understanding the UA software and how ONR’s requirement is configured to accomplish ONR’s business processes.

9. Any Other Supporting Facts.
