About this file

This is a Staff Report and Resolution from the City of Holly Hill, Florida, documenting the City Commission's approval of a sole source purchase for a comprehensive Body Worn Camera (BWC) system and cloud-based evidence storage solution. The Holly Hill Police Department seeks to equip each sworn officer with body worn cameras and implement a cloud-based video storage system for archiving and retrieving video footage. AXON Enterprise Inc. has been identified as the sole source provider for both the AXON body worn cameras and the EVIDENCE.COM cloud-based data storage system. The procurement was identified as a capital project in the FY 20-21 budget cycle. This is a five-year contract with the initial authorization requested for $41,044.70 in the first year, with subsequent years contingent upon annual budget appropriations.

The total contract value over five years is $108,662.70, with annual maintenance and data storage costs of $16,902.00 for each of the four years following the initial year. The City initially attempted to piggyback on an existing Ormond Beach contract with AXON but was unable to do so due to differences in equipment and services specifications. The sole source designation was justified based on standardization and compatibility requirements, with AXON identified as the primary provider for most Volusia County law enforcement agencies. The State Attorney's Office is already familiar with the evidence quality produced by AXON Body Worn Camera systems. The procurement followed the City's established sole source purchasing procedures, including electronic advertising for five business days and Finance Department review and approval prior to City Commission authorization on September 22, 2020.

DISCUSSION:

The City of Holly Hill Police Department is seeking to equip each sworn officer with a Body

Worn Camera (BWC) and utilize a cloud-based video storage system for the archive storage and retrieval of video footage. To fulfill the needs of the Holly Hill Police Department, AXON has been identified at the sole source provider of the AXON (BWC) and EVIDENCE.COM cloud based video storage system.

The City attempted to piggyback this contract with a contract from the Ormond Beach with

AXON Enterprise Inc., but the vendor could not provide this due to the fact that the equipment and services provided to the City of Ormond Beach Police Department was not identical. It should be noted that AXON Enterprise Inc. provides the Body Worn cameras and video storage for most all Volusia County Law Enforcement Agencies. The State Attorney’s Office is also already familiar with the evidence quality obtained by the AXON Body Worn Camera systems.
